The Position


Job Appointment: Full time, Limited Duration. This position is currently funded through 6/30/2025. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.


Work Schedule: Monday-Friday, 40 hours per week. Schedules vary based on need. May require after-hour, evening, weekend, and holiday response. This position is considered an essential position during inclement weather, natural disasters, and other emergencies.


Work Location: In-person. Most work will be conducted in the field, in a variety of locations throughout the city.

Position Summary


The Street Services Coordination Center (SSCC) has developed and implemented harm and impact reduction strategies by working directly with those experiencing homelessness on a one-on-one basis. The SSCC facilitates service navigation opportunities for individuals experiencing homelessness, and addresses health, safety, and livability concerns associated with encampments. This work is performed by outreach workers who conduct their work out in the field by performing direct engagement with people experiencing homelessness, deescalating situations, offering services and resources, and coordinating service delivery.

Outreach workers serve as a member of the SSCC Navigation Team and perform a wide variety of specialized duties in support of the City's outreach initiatives to address the homeless crisis in Portland. Outreach workers focus on providing high intensity case management including individualized and comprehensive support throughout the transition from unsanctioned sites to a variety of shelter options (included but not limited to congregate, motels, Safe Rest Villages, temporary alternative shelter sites).


Outreach workers will be a part of an ongoing effort that initiates and engages in outreach and advocacy activities in known unsanctioned areas; collaborates and coordinates between several service options as part of facilitating linkage to shelter options that have been developed to provide access to an array of alternate services and resources such as: healthcare, education, disability benefits, mental health services, substance abuse programs, legal services, employment opportunities, and housing referral and placement; and to develop relationships within the community to identify new and existing opportunities to better assist clients during the transition to permanent housing.


As a Street Services Outreach Coordinator, you will:


Outreach


'¢ Participate in the day-to-day operations of outreach and engagement programs.


'¢ Visit communities and canvass neighborhoods, parks, riverbeds, businesses, and trails in search of individuals experiencing houselessness and/or unsanctioned campsites.


'¢ Engage and mitigate crises through de-escalation, harm reduction, and conflict resolution.


'¢ Perform persistent and frequent outreach throughout the city in areas where those experiencing homelessness reside and congregate.


'¢ Participate in responding to community requests for street outreach intervention.


Service Coordination


'¢ Maintain collaborative relationships with various public and private service agencies, community groups, and faith-based service providers as part of streamlining service provision for individuals living unsheltered.


'¢ Coordinate responses to unsanctioned encampments within the city and track locations of unsanctioned encampments for outreach activities, deploy resources and track service outcomes.


'¢ Provide assistance with helping others move as well as going into camps. May remain in a stationary position during shift and moves equipment weighing up to 15 pounds.


'¢ Serve as liaison and advocate for people experiencing homelessness as appropriate and as needed.


Public Relations


'¢ Respond to inquiries, complaints, or requests for information and services from various public and private agencies in the resolution of issues regarding homelessness and outreach services and programs.


'¢ Resolve difficult and sensitive issues and assist in determining alternative resolutions.


Administration


'¢ Conduct and attend staff meetings; lead work teams; select, supervise, train, motivate, and evaluate volunteers; provide or coordinate training.


'¢ Prepare reports and make presentations on various programs related to homeless efforts, events, and activities.


'¢ Serve as staff on a variety of boards, commissions, and committees.


'¢ Gathers data and information as necessary.


'¢ Provide highly complex staff assistance to the Director; conduct a variety of studies; develop and recommend modifications to programs, policies, and procedures as appropriate.

To Qualify


The following minimum qualifications are required for this position:


'¢ Knowledge of principles, practices, and methods of community outreach activities.


'¢ Ability to communicate effectively and respectfully with diverse groups, both verbally and in writing, and have a clear understanding of cultural differences, especially as they relate to race, ability, sexual orientation, gender, socio-economic status, and their intersections.

'¢ Ability to apply conflict resolution and de-escalation techniques to resolve disputes with difficult stakeholders.

'¢ Ability to develop and maintain positive working relationships with all staff, members of the public, and other parties involved in daily work.

'¢ Ability to gather information and analysis from a variety of sources to develop an appropriate action plan and make recommendations.

'¢ Ability to use a computer and use City-specific technology.

Preferred Qualifications:


Although not required, you may have one or more of the following:


'¢ Knowledge of medical terminology, anatomy, and care and treatment of occupational injuries.


'¢ Professional or lived experience working with people experiencing homelessness and/or providing support services to selected populations.
