The Senior Director provides vision, leadership and accountability in developing, driving, and deploying strategic expansion, integration and key initiatives across OHSU Health. Has authority and accountability for various health system operations for diagnostic imaging, including but not limited to optimization of operational performance, service line development, quality of care, patient satisfaction, human resources, and capital/facility planning.

This critical leadership role collaborates with leadership and management in Radiology across a broad spectrum of responsibilities. The position participates in the development and administration of clinical and business operations and directs and supervises hospital and hospital-based clinic activities through management and support staff. Designs and leads strategic and operational planning for multiple disciplines/modalities in Diagnostic Imaging Services across OHSU Health. This includes a broad scope and multiple sites spanning inpatient and outpatient services, adults and pediatrics. Accountable for the overall administration, financial management and planning, human resources & DEIB functions, and oversight of fiscal and material resources across sites. Develops and monitors productivity metrics that maximize efficiencies and economies of scale across sites and modalities. Works and collaborates with physician departmental leaders, develops and implements patient care service standards, ensures maintenance of high quality and safety standards for patients and employees, ensures compliance with regulatory agencies, and develops new business strategies to improve performance and increase market share. In collaboration with the Radiation Safety Officer, department physician medical directors, and vice chair of quality and safety, this key role oversees the departmental quality program. 

Critical to success elements include alignment with the department and health system strategic plan and objectives; drive the mission of OHSU and Radiology; advancement of radiologic technologies; system-focus on operational radiology modality excellence and designing systems where Radiology is a “gateway” for driving health system margin.

The Senior Director leads a collaborative environment and a climate of trust by supporting education, research, and clinical leadership in support of the mission, vision, and values of OHSU Health.

Function/Duties of Position

Leadership

  • Demonstrates leadership practices that influence others to achieve the mission, vision, goals, and objectives of Radiology and OHSU.
  • In collaboration with the executive team, integrates professional values and practices into strategic and operational imperatives.
  • Establishes shared goals based on organizational and Diagnostic Imaging strategic plan in collaboration with leaders, staff and related key stakeholders.
  • Establishes and practices evidence-based leadership practices that promote desired behaviors and outcomes.
  • Develops systems and strategies for progressive leadership development and succession planning.
  • Communicates and models professional practice behaviors within Diagnostic Imaging and across all disciplines
  • Drives necessary change to ensure optimal service, budget and regulatory compliance.
  • Provides strategic direction to enhance closed loop communication and learning across the organization.
  • Fosters team building to promote a productive work environment that values the unique talents of others
  • Utilizes institutional resources effectively (i.e. Employee Assistance, Human Resources, Labor Management. etc.)

Operations Management
The incumbent is responsible for developing and implementing programs, plans and controls to improve the overall operation of the Department of Radiology and Diagnostic Imaging Services and insure the provision of effective and responsive services. The Senior Director is responsible for:

  • Developing and implementing plans for future business development.
  • Designing and implementing systems to provide customer­ centered service to referring physicians and patients.
  • Maintain an up-to-date working knowledge of the educational, research, and clinical service components of the department to represent it within a broad-reaching academic health system and with campus and external organizations.
  • Oversee staffing models that meet all department quality, budget, and regulatory compliance standards
  • Oversee and assist in the recruitment of attending Radiology staff.
  • Implement and model customer service standards.
  • Develop KPI’s and monitors that ensure quality and safety.
  • Drive and develop key Patient Experience priorities, objectives, and goals satisfaction and customer service.
  • Design systems approach and solutions to problem-solving

Financial Management
The Senior Director will forecast, plan, create and monitor departmental budgets in all areas of the Department of Radiology and Diagnostic Imaging Services. Expectations include:

  • Submitting budgets in expected format, within expected timelines.
  • Monitoring monthly variances while meeting or exceeding budget targets for all the areas in Diagnostic Imaging Services.
  • Appropriate billing and coding of professional and technical services.

Quality/Risk Management
Develops quality assessment and improvement programs for all services according to hospital Quality Management policy.

  • Participates in clinical benchmarking initiatives.
  • Ensures compliance with applicable accreditation standards, professional practice standards, rules, regulations and professional license requirements.
  • Develops and maintains a customer service program. Utilizes customer service survey data for improvement initiatives.

Human Resource Management
The Senior Director in conjunction and collaboration with the Healthcare and University Imaging and Management Team will recruit, orient, and is responsible and accountable for a strong workforce with the technical skills to provide the services required by:

  • Engaging staff to develop and/or maintain a positive work environment.
  • Development of key initiatives that support and align with our DEIB and employee engagement goals and objectives.
  • Performing evaluations to assess the competence of the Workforce.
  • Maintain compliance with OHSU Human Resources Policies and Procedures.

Technology & Systems Management
The Senior Director is responsible for maintaining the Department of Radiology and Diagnostic Imaging Services with state-of-the-art equipment and information services for the departmental and institutional. Works in collaboration with Biomedical Engineering, Information Technology Group (ITO) and external equipment and Information Systems (IS) vendors to support department operations.

  • Oversees hospital and university supply inventory within respective departments
  • Oversees departmental information systems AIS, RIS and PACS to maximize efficiency of operations.
  • Initiates and performs current and future space planning needs according to operational requirements.
  • Initiates and performs effective technology evaluation and assessments to support capital acquisition.
  • Submits data and responds to deficiencies and patient complaints promptly.
  • Responsible for radiation, magnetic and equipment safety oversight.

Required Qualifications

  • Graduate of an accredited diagnostic imaging training program.

  • OR A master's degree in healthcare administration, Public Administration, Business or related field.

  • A minimum of five years' experience in leading/managing all or a significant portion of a Diagnostic Imaging Service and/or a large complex flagship or AMC equivalent department or service line.

  • Experience in performing complex medical center/departmental financial analyses

  • Experience with clinical departments in a medical center/hospital environment.

  • Demonstrated experience in business planning, financial analysis, and/or strategic planning.

  • A comprehensive understanding of the operations of both professional radiology practice and diagnostic imaging services department is essential.

  • The Director must apply the principles of business, finance, human resources and strategic planning effectively to develop a vision and plan.

  • The successful candidate must have experience in working with radiology information, management systems, and MS Office applications.

  • Exceptional verbal and written communication skills.

  • Compliance with Code of Conduct, Respect in the workplace and Applicable policies, procedures and agreements related to position, department or OHSU as a whole

Preferred Qualifications

  • A master's degree in healthcare administration, Public Administration, Business or related field.
  • Demonstrated working experience of 2+ years working as a Department Administrator in an Academic Medical Center SoM Diagnostic Radiology department and/or similar structured physician group practice.
  • ARRT credentialed Radiology Technical professional

Additional Details

  • This is in an area were radiation and magnetic fields are present in designated areas. If at any time the employee is required to be in the areas where radiation and magnetic fields are actively being delivered the appropriate safety measure wil1 be taken. This position may be required to travel locally by car to meetings or by air travel nationally to meetings or conferences.
  • This position requires the ability to sit for long periods of time and mobility to attend meetings; reaching overhead may be necessary to grasp books or other work materials; must be able to speak in person or by phone and operate common office equipment, including telephone and computer.
