The Stormwater Inspection Technician II is a vital member of the Stormwater Quality Group. As a member of this group, the successful candidate will perform inspections of mechanical and green stormwater infrastructure, for both public and private facilities, to help the City maintain compliance with the Stormwater NPDES permit and Stormwater Management Plan. The ultimate goal of the stormwater facility inspections team and program is to reduce urban stormwater runoff pollution and provide clean water flowing through streams in Salem.

What you will do:
The Stormwater Inspections Technician II is responsible for performing inspections of private and public stormwater treatment facilities using a mobile app to support the City's stormwater NPDES permit. As part of the Inspections Team, you will help problem solve issues found during field inspections of both vegetated Green Stormwater Infrastructure (GSI) and mechanical infrastructure. On occasion, this position supports other workgroups including, Stormwater Operations and Maintenance, Environmental Outreach, Natural Areas, Stream Crew, and Environmental Monitoring.
This is a physically demanding job that includes working in the field year-round and lifting and moving heavy objects.
The ideal candidate will be able to apply their knowledge of and skills with moderately complex, technical, sub- professional engineering for working with public stormwater infrastructure; be a team player, but also be able to work independently; be customer service oriented; and have a knack from problem solving.
Inspections:

  • Working with the Stormwater Technician lead, ensure that all stormwater treatment facilities are inspected as scheduled.
  • Use existing mapping software application and devices to inspect public and private, stormwater, treatment, infrastructure, which include but are not limited to rain gardens, swales, treatment wetlands, ponds, detention basins, pervious pavement, hydrodynamic separators, tree boxes, and treatment filters.
  • Open and complete inspections in the City's asset management database (Cityworks).
  • Photo document onsite inspections.
  • Ensure customer service excellence while performing inspections and interacting with the public.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and have a driving record that meets the City of Salem's driving standards.
  • Associate's degree with major course work in engineering, natural sciences, or mathematics, and experience in performing engineering and drafting tasks, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Two years general inspection, maintenance, repair, or construction experience in green stormwater infrastructure (GSI) and/or mechanical stormwater treatment facilities desirable.
  • Two years working with GPS devices and GIS mapping software preferred.
Physical Requirements:
  • Exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
  • Perform tasks that may require climbing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, using manual dexterity, and performing repetitive motions with or without reasonable accommodations.
  • Work indoors in an office setting and outdoors in a variety of weather conditions.

  • Strong knowledge of engineering concepts including reading and interpreting maps, plans, and specifications.
  • Knowledge of green stormwater infrastructure and water quality facilities.
  • Knowledge of traffic laws, occupational hazards, and safety precautions .
  • Ability to read and interpret construction plans, as-built drawings, and engineering maps and records.
  • Ability to communicate effectively verbally and in writing and follow verbal and written instructions.
  • Ability to use handheld smart phones and computerized inventory systems.
  • Ability to keep accurate daily time/material logs.
  • Ability to prepare clear and concise written reports .
  • Ability to maintain effective working relations with others.
  • Proficiency in the use of GIS software packages.
