The Oregon Convention Center Department of Public Safety (OCC DPS) is looking for up to four (4) Relief Public Safety Agents (RPSA) who can join the team to provide event-driven additional safety and security for all clients, guests and visitors. Relief Public Safety Agents ensure everyone has an opportunity to enjoy The Oregon Convention Center (OCC) in a welcoming and secure environment. The OCC DPS consists of 33+ dedicated Public Safety Professionals. We operate 24 hours a day, 7 days a week and are we are always here to support the staff, visitors and vendors. Current RPSA backgrounds range from former law enforcement to people who have never worked in security before. This entry-level job comes with an initial Field Training, provided uniforms/equipment and continuous additional trainings as the RPSA’s responsibilities grow. As a Relief Public Safety Agent, you will: 

  • Represent OCC as a first-impression ambassador by greeting, directing and problem-solving for event attendees. The focus on outstanding customer service is a hallmark of this position. 

  • Be responsible for the security of the OCC points-of-entry ensuring that events remain safe. 

  • Provides wayfinding and event information.

  • Coordinates evacuations. 

  • Coordinates responses to suspicious activity in their assigned area to patrolling Agents.

  • Coordinates with Portland Police Bureau, Portland Fire & Rescue and AMR Paramedics during emergency responses. 

  • Operates a computer or mobile device to complete reports, receive assignments, review policies, protocols and directives to ensure quality in an ever-changing environment. 

  • Arrests subjects who violate state laws and coordinates with local law enforcement and District Attorneys to investigate and prosecute the arrested subject. 

  • Coordinate crowd control & provide initial response for medical/emergency situations.

  • Additional opportunities and event specific assignments are available to RPSA (with additional training) in patrol functions, dispatching, environmental safety, training and more.

  • Skills and abilities in administering First Aid, CPR, AED, crowd control and emergency services coordination. 

  • Skill in providing clear and concise written documentation of incidents in on-scene notes and the subsequent report. 

  • Skill in providing clear and concise verbal debriefs of incidents to managers and first responders. 

  • Ability to learn purpose-built computer programs including video management software, report writing systems, dispatching and computer-aided dispatching user interfaces.

  • Ability to read and follow building floor plans, policies, procedures, protocols, directives and briefings. 

  • Ability to remain calm and professional in emergency situations while coordinating a response. 

  • Ability to effectively de-escalate tense situations, people in crisis or agitated/obstinate individuals. 

  • Ability to run over 1/3rd of a mile, on both incline and decline terrain (including stairs)during an emergency incident.

  • Ability to complete and issue a Multnomah County Parking Citation

  • Ability to read and comprehend Fire Alarm system panel to determine location of fire

  • Ability to protect themselves and/or defend another from imminent physical force, and the judgement to determine what the appropriate intervention is, based on a dynamic situation. 

  • Ability to work dayshift, swing shift, nightshift, weekends, holidays and urgent requests as needed. 

  • Experience reading, following, and applying security policies, procedures, and post orders to perform job duties, as well as reviewing and communicating post orders via email as needed.

Minimum qualifications:

  • High school diploma or GED.  

  • At least 18 years of age AND;

  • One year of responsible experience in providing security for a large facility, customer service, crowd management, events, OR;

  • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

Working Conditions:

The Oregon Convention Center (OCC) Relief Public Safety Agents work in both indoor and outdoor environments, often exposed to varying weather conditions, including extreme heat and cold. The role requires prolonged periods of standing, walking, and occasional running, as well as physical activities such as crawling, kneeling, and climbing. Candidates should be prepared for physically demanding tasks while maintaining a high level of awareness and responsiveness in dynamic situations.

The selection process: 

We expect to evaluate candidates for this recruitment as follows. The selection process is subject to change.

  • Initial review of minimum qualifications

  • In-depth evaluation of application materials to identify the most qualified candidates

  • Consideration of top candidates with an in-person interview 

  • Reference checks (must provide at least two references) 

  • Has (or qualifies and completes) a DPSST Unarmed Security Professional Certification. Note: Offers of hire will be made contingent upon successful results of this assessment. 

  • Has the ability to pass a DPSST background check.  Note: Offers of hire will be made contingent upon successful results of this assessment. 
    Has the ability to pass the Human Performance Test (HPE) which simulates the essential job tasks for this position and Metro Background check. Note: Offers of hire will be made contingent upon successful results of this assessment.

  • 2,080 hours of professional work, internship or volunteer experience. 

COMPENSATION, BENEFITS AND REPRESENTATION

The full-salary range for this position is step # 1, $27.25 per hour to step # 7, $36.52 per hour. However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made at Step 1, $27.25 per hour. 

 

This position is eligible for overtime and is represented by ILWU 28. It is classified as a Relief Facility Security Agent
