MCSO recruitment team members plan and execute full cycle recruitments in a civil service environment while working collaboratively with hiring managers. As a Recruiter, you will take the lead in or be responsible for engaging, assessing and hiring candidates for a variety of public safety positions, including law enforcement, corrections, administrative and support positions. You will manage the end-to-end recruitment process and practice equity informed recruitment and selection efforts for MCSO. You will also have the opportunity to provide generalist support services to the members of Multnomah County Sheriff’s Office and individuals in the application process. Customers include three unions and management employees, volunteers, members of the general public seeking employment, and inter agency cooperation. Duties involve workforce planning, recruitment and staffing, and consulting services.

 

Responsibilities will include but are not limited to:

  • Plan and execute full cycle recruitments in Workday, which involves working with hiring managers to design recruitment plans and selection processes that will bring a diverse pool of qualified applicants. This includes writing job announcements and developing interview questions/selection criteria.
  • Screen resumes and applications for minimum qualifications.
  • Foster and cultivate strong relationships with senior business leaders, hiring managers, applicants and other recruiting partners.
  • Coordinate, schedule, administer and evaluate civil service examination processes and interviews.
  • Ensure compliance with the Multnomah County Personnel Rules, collective bargaining agreements, and local, state, and federal laws.
  • Use an online applicant tracking system (Workday) to post job announcements and manage applicants throughout the selection process.
  • Implement equitable selection and hiring practices that reduce barriers to candidates and promote a workforce centered on Safety, Trust, and Belonging.
  • Provide excellent customer service to applicants, including keeping them informed of their status throughout the recruitment process and answering applicant’s questions, concerns and/or complaints.
  • Answer questions from employees, supervisors, and managers including questions about HR policies and procedures, bargaining agreements, County personnel rules, the MCSO agency manual, and Workday.

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree - in lieu of a degree we will consider equivalent related experience on a year for year basis.
  • At least two (2) years of full-time human resources and/or full cycle recruiting experience is required.
  • Must pass a thorough background investigation which includes, but is not limited to a review of applicant’s criminal, civil, driving, military, educational, and employment history.

 

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Experience in equitable hiring practices and applying an equity framework in process and decision making
  • Experience applying the Oregon Pay Equity Law
  • At least one year experience in an organization with a collective bargaining agreement
  • Experience in a public safety or government office
  • Experience using video conferencing and other forms of technology for screening and interviewing candidates
  • Experience using Workday HRIS/ATS system

ADDITIONAL INFORMATION:

This recruitment may be used to fill full-time, part-time, temporary, limited-duration, and on-call positions.

At this time, we anticipate filling one regular full-time position.

Type of Position: This salaried, non-represented position is not eligible for overtime.

Schedule: Monday through Friday, day shift hours, 40 hours per week.

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location, after an onsite training period has been completed. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is located at the Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214.

Pay Equity: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

Serving the Public, Even During Disasters 

Every day, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
