Join the Oregon Department of Land Conservation and Development (DLCD) as a Rules, Records, and Policy Coordinator (Operations & Policy Analyst 1) in our Director’s Office. This position serves as one of the agency’s rulemaking coordinators. This is a unique opportunity to work in several technical areas including state rulemaking, and records management. If you have experience in one or more of these areas, apply today! This position will begin on May 1, 2025.

A day in the life. As the Rules, Records, and Policy Coordinator you will:

  • Coordinate DLCD’s rule adoption process ensuring deadlines for approval and final actions are met.
  • Coordinate rulemaking workgroups by scheduling workgroup meetings and maintaining minutes and other records as appropriate.
  • Serve as a communication link within the agency and with Secretary of State, Department of Justice and Legislative Counsel, interpreting laws, rules, regulations, policies, and procedures regarding administrative rulemaking, including rulemaking records, files, and filings, public meetings and public records.
  • Explain rules and policies to LCDC members, rules advisory committee members, staff, local officials, and the public.
  • File rule documentation with the Secretary of State and appropriate legislative committees, including Legislative Counsel.
  • Coordinate agency records management, including both hard copy and electronic files. Work with agency staff to develop and maintain policies, procedures, systems, forms, and protocols, as necessary for managing agency records.

Minimum Qualifications

A Bachelor's Degree in Business, Public Administration, Political Science, Law, Legal Studies, or a degree demonstrating the capacity for the knowledge and skills;


OR


Any combination of experience or education equivalent to three years technical-level experience in one or more of the following areas: legal coordination, state rulemaking coordination, or records management.

 

We’re Also Looking for:

  • Experience developing and maintaining project tracking process required for rules activities and related to legislative implementation.
  • Experience in managing rulemaking on behalf of a state agency.
  • Experience establishing timelines, responding to request for information, managing schedules and maintaining official department records.
  • Ability to communicate effectively, both verbally and in writing; prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  • Outstanding interpersonal and relationship building skills to develop relationships with agency staff, elected and appointed officials and their staff, attorneys, and key community partners.
  • Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.
  • Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS.  Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
