The Behavioral Health Division (BHD) is seeking two skilled and dedicated grant administrators for the grant agreements awarded by the Measure 110 Oversight and Accountability Council for the purposes of creating the Behavioral Health Resource Networks (BHRNs), Oregon’s new statewide substance use
recovery system.
What you will do!
- Grant/Contract Oversight (40%): Administer and monitor various Measure 110 grant agreements, ensuring compliance and validation of grantee expenditures by performing. These duties include facilitating meetings; draft, update, and maintain documentation, work with OHA leadership and key partners, develop procurement strategies and schedules.
- Project Management (20%): Plan, organize, and execute operational improvement projects and research studies for the Measure 110 Behavioral Health Resource Networks program. Identify and mitigate potential risks, collaborating with local BHRNs to enhance access to addiction treatment and recovery services. Monitor and track project deliverables, budgets, and performance, ensuring alignment with program goals.
- Operational Research & Evaluation and Policy Analysis & Development (25%): Evaluate the effectiveness of the Measure 110 Program and BHRNs. Research trends to develop new information, evaluate findings, and propose legislative changes, policy implementation or changes, and operational changes to improve program effectiveness. Lead strategic planning initiatives and foster continuous organizational improvement. Work with external agencies and community partners to gain support for policy initiatives.
- Training and Technical Assistance (10%): Provide training, materials, and technical assistance on best practices related to BHRNs and the Measure 110 Program. Serve as a technical advisor for the necessary tools and resources.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times (semi-annually) that the work will need to be conducted at field work to a specific location may be necessary. Work location can be changed at any time at the discretion of the hiring manager.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work.
Desired Attributes
- Knowledge and skills related to contract and grant administration.
- Experience developing, implementing policies and programs at the community, state, and/or national level that promote equity and inclusion and address systemic health disparities, with an emphasis on integrating the voice of consumers with lived experience.
- Experience and knowledge of Oregon's Behavioral Health System and relational landscape of key partners, providers, community based organizations, and advocacy groups such as Oregon Health Plan/Medicaid Administration in Oregon, and experience in working with Community Mental Health Programs, Behavioral Health Service Providers, Coordinated Care Organizations or other managed care entities and their leadership to guide operations and policies.
- Experience with conflict resolution and consensus building.
- Understanding of the impact of the War on Drugs on the community and lived experience of these and other areas of diversity is valued and recognized as a desired qualification for this position.
- Experience with and understating of quality improvement methodologies and metrics, providing organizational leadership, and project management to make gap analysis and recommendations
- Strong communication skills, oral and written, to lead/facilitate meetings and discussions, provide technical assistance, explain concepts and reports regarding health care analytics, measurement, and/or program evaluation.
