The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers.

This is an executive service position and is not represented by a union.

This position is eligible for part-time hybrid remote work up to once per week, once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from different offices throughout the state an as-needed basis.

Here’s what you will do:

As the OSHA Deputy Administrator, you will assist the administrator in the oversight of daily operations of the division and will serve as a member of the Division’s executive management staff.  You will represent, and speak on behalf of, Oregon OSHA regarding division policies, program services, and operations. Your duties will include:

  • Directing and managing field offices, the daily programmatic activities of the field offices, operations and administration units

  • Participating in management planning, development and implementation of program policy, goals and strategies for reducing occupational injuries and illnesses in Oregon

  • Planning, developing, and implementing program-operating requirements for the day-to-day delivery of Oregon OSHA services

  • Representing the Division in the area of occupational safety and health in communication with other states, federal agencies, the legislature, professional associations, employer and employee groups, and advisory committees

Here’s what you need to qualify:

Minimum Qualifications:

  • Seven years of supervision, management, or progressively related experience

OR

  • Four years of related experience and a bachelor's degree in a related field

Requested Skills:

  • Strong commitment to developing a progressive and diverse workplace culture promoting inclusion, collaboration, and professionalism

  • Demonstrated ability to work collaboratively with diverse stakeholders, including government agencies, employer representatives, labor advocates, or workers.

  • Working knowledge of occupational safety and health rules, programs, and policies.

  • Strong skills in organizing work efficiently across teams or groups and managing staff who have multiple tasks with interruptions or priority changes as well as managing a heavy workload with competing deadlines

  • Experience organizing or assigning work activities and projects, managing multiple programs or teams, monitoring workflows, or evaluating work products

  • Experience in mentoring or developing staff members, interpersonal communication, professional writing, and public speaking

  • Strong working knowledge about budget development and implementation
