Opportunity awaits! Embark on your new career as a lead with our District 10 Eligibility Team! We are seeking a Benefit & Eligibility Specialist (Lead Worker) to join our Madras Self Sufficiency Office.

Summary of Duties

As an employee working in the Self-Sufficiency Program (SSP), you will have an opportunity to provide resources and services to help people move out of poverty and toward whole well-being. Programs include food benefits, cash assistance, childcare assistance, medical, services for domestic violence survivors, resources for refugees and support for youth experiencing homelessness.

SSP staff will soon be working within Oregon Eligibility Partnership (OEP). OEP will provide direction and resources to everyone working to determine eligibility for Oregonians applying for and receiving medical, food, cash and childcare benefits through the ONE eligibility system. You will be a critical part of the eligibility process that moves beyond integration and equality, to focus on equity of services and providing timely, accurate, and necessary eligibility determinations through a person-centered approach.

As a Lead Worker, you will:

The purpose of this position is to act as a resource to staff for policy and procedures, oversee the benefit and eligibility process ensuring that programs are determined correctly. This is accomplished through providing mentoring, coaching, training, and guidance to Benefit and Eligibility Workers. The Benefit and Eligibility Specialist functions as part of the leadership team, acts as a lead worker for staff, may act on behalf of the Branch Operations Manager in their absence, and is a resource when they are present.

Minimum Qualifications

Two years of experience determining eligibility for an agency program (e.g., cash assistance, medical assistance, food stamps, erdc, etc.) with one of those years being:

• For Self Sufficiency Programs - One year of experience in child and family services programs. OR

• For Aging & People with Disabilities - One year of experience in aged and disabled services programs.

Essential Attributes

• Experience providing internal and external customer service serving diverse populations.

• Demonstrating advanced skills in using eligibility determination systems, i.e. Legacy, ONE, etc.

• Extensive knowledge of statutes, regulations, policies, procedures, and guidelines of assistance program(s) administered by the agency.

• Experience prioritizing and managing work time and efforts to accomplish both ongoing and emergent duties.

• Experience at a high level of skill in communicating in writing and verbally.

• Experience coaching staff or peers, including in an online environment.

• Experience making decisions based upon a mixture of analysis, knowledge, experience and judgement in a timely manner. Apply both rational and creative processes to identify root cause. Regularly monitors implemented solutions to evaluation effectiveness and efficiency. Calculates and anticipates long-term consequences of a decision.

Working Conditions

• Work is conducted in offices and other program sites. This position is not remote.

• May require sitting at a terminal or telephone for prolonged periods of the workday.

• Job is fast paced with a high volume of client contact, keyboarding computer entry, and paperwork.

• May require a valid driver's license or other acceptable method of transportation.

• May interact with clients who are under emotional or financial stress.
