The Assistant Manager of Public Safety Operations is responsible for overseeing the daily shift activities of TriMet Lead Customer Safety Supervisors, Customer Safety Supervisors, and contracted security officers for TriMet's fixed-route bus and MAX light rail service. This role involves developing, coordinating, and implementing field deployment strategies, including those for special events, joint operations with the Transit Police Division (TPD), and other code and conduct operations as needed. Additionally, this position plays a key role in the hiring, training, and professional development of Public Safety staff.

The Assistant Manager is also responsible for the performance management of Lead Customer Safety Supervisors, Customer Safety Supervisors, contract security officers, and associated employees. This role requires close collaboration with the Manager of Public Safety Operations on labor relations matters.

Under the direction of the Manager of Public Safety Operations and/or the Security Director, the Assistant Manager will develop, coordinate, and implement field deployment strategies for code compliance and security at TriMet facilities, on revenue vehicles, and at service platforms. This includes deploying and directing Lead Customer Safety Supervisors, Customer Safety Supervisors, and contracted security personnel as needed to ensure the safety and security of the transit system. Additionally, the Assistant Manager will serve as a liaison between public safety resources and other personnel, including TriMet employees, contracted security, the TriMet Safety Response Team, crisis intervention teams, community outreach programs, and Peace Officers of the State of Oregon during daily shift operations.

Furthermore, this role will support the Transportation Department by assisting with additional operational or emergency needs, acting in the same capacity as an Assistant Manager for Bus and Rail Operations when required.

This role requires being onsite 5x per week. 

Reliable in-person attendance is an essential function of all positions. Essential Functions

 

  1. Conduct high visibility proof of payment scheduling of staff and strategies to improve fare collection. Responsible for recruitment, deploying, directing and scheduling of proof of payment staff and security contractors. Accountable for fare compliance mission coordination and providing support to Manager for public safety program operations. Establish, evaluate and ensure sustained excellence in operational performance through clearly defined objectives and measurements, regular monitoring of performance indicators and continuous improvement of security workforce.
  2. Maintain assigned staff and Security Officer competency by ensuring understanding and implementation of TriMet Code and Rules for Riding. Ensure collaboration between OCC, Transportation, Service Delivery, Transit Police, Security Officers and Field Operations to develop and implement operational strategies for effective revenue recovery, while maintaining a safe and secure system for our riders.
  3. Develop, plan, and implement enforcement adjustments and field supervision strategies. Support operational orders to respond to accidents or emergencies, service disruptions, inclement weather, natural disasters and special events. Where appropriate, assist with incident response, trouble shooting and reporting system deficiencies.
  4. Responsible for deploying and directing public safety personnel, contract security and other resources as needed to recover, restore and maintain customer service support. Support TriMet's Incident Commander during major special event service and during a major emergency or natural disaster.
  5. Provide direct supervision and leadership, including competency management, to TriMet Customer Safety Supervisors, security contractors (through contract manager) and other subordinate personnel. Develop positive rapport with assigned staff and the public to assure optimal employee performance while providing for the safety and security of the transit system. Work with security contractors to resolve performance issues and customer complaints through the Service Improvement Process database.
  6. Responsible for the effective management of employee and labor relations issues for TriMet Customer Safety Supervisors and contractors (through contract manager) including investigation, documentation and administering disciplinary action as required. Develop a work environment that is inclusive, collaborative, respectful and in full partnership with management, security contractors, police officers and all members of the ATU. Ensure consistent application of policies, procedures and labor agreement throughout the workforce. Develop and maintain a productive, principle-based, and creative problem-solving approach to employee and labor relations' issues.
  7. Evaluate individual, departmental, and contractor performance. Provide individual coaching, mentoring and counseling as required to enhance performance. Monitor progress toward achieving individual and collective performance goals, provide feedback and recognize achievement. Establish, evaluate and ensure sustained excellence in operational performance through clearly defined objectives and measurements, regular monitoring of performance indicators, and continuous involvement of the fare compliance workforce.
  8. Assist in the documentation, development and implementation of policies, standard operating procedures, communication protocols, business processes, and training programs. Recommend changes as appropriate. Support Manager of Public Safety Operations in the resolution of citations through approved administrative options to include the processing of citation appeals, community service, enrollment in reduced fare programs, and payment of fines.
  9. Support the development and implementation of annual goals and budget that support and align with the TriMet business plan and public safety model. Help establish clear goals, targets, strategic actions and scorecards. Measure performance goals and recognize achievements.
  10. Ensure consistent application of policies, procedures, labor agreements, and contracts throughout the workforce. Develop and maintain a productive, principle-based, and creative problem-solving approach to employee and labor relations' issues. Manage and oversee assigned shift activities to ensure and optimized delivery of safe, secure, reliable, and cost cost-effective Proof of Payment strategies.
  11. Responsible for and assist in the coordination of resources including non-revenue vehicles, technical systems, equipment and tools to support effective code enforcement. Monitor payroll and budget expenditures, including authorization for overtime.
  12. Assist the Manager, Public Safety Operations in the oversight and processing of exclusions and long-term exclusions in compliance with current TriMet Code and ORS.

 

Position Requirements

 

A minimum of a high school diploma is required. 

Four (4) years of total credited experience.*  

Four (4) years of experience in transportation, transit, or service related industry including but not limited to law enforcement, military, corrections, homeland security, or service related industry are required.
 
One (1) year of lead experience in one of the following areas: control center, field operations, public safety and/or transportation is required. 
 

Incident Command (ICS 100, 200, 700) is required within 60 days of employment. 


TSSP - Transit Safety and Security Program (Bus and Rail) certification is preferred within 18 months of employment.


Possession of current/valid Class "C" license issued by Oregon or Washington; ability to pass a driving record check meeting TriMet driving record standards. 

 
Or any equivalent combination of experience and training.*

The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $83,587.00

Maximum: $125,382.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above.  For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
