The Behavioral Health Case Manager is a mental health professional that works both independently or directly with the Behavioral Health Specialist and other law enforcement personnel. They will work with the appropriate resources to determine health care and social service needs to community members suffering from mental health, substance abuse, housing and/or other quality of life issues.
This limited duration position is represented by the Lake Oswego Police Officers Association (LOPOA).

Essential Duties and Responsibilities
The list of duties is a representative sample of the work appropriate to this class and does not include all the duties that may be assigned to a particular position. The incumbent may perform a combination of some or all of the following duties:
- Work directly and indirectly with law enforcement officers and Behavioral Health Specialist to assist community members with actual or reported mental health issues, substance abuse, houseless, and/or other related quality of life issues.
- Provide information and referrals for law enforcement officers and staff.
- Promote and utilize best practices in intervention, treatment methods, and support systems to effectively advocate for the needs of community members at the client and/or system-wide level. Liaise between those persons and the various support services and providers.
- Assist Behavioral Health Specialist in monitoring client progress and ensures case plans are carried out.
- May visit clients in homes, hospitals and residential care facilities; may note change in mental/physical condition.
- Documents services provided to client; researches and compiles case statistics.
- Develops, submits and modifies necessary documentation to support current and future assistance programs.
- Assist Behavioral Health Specialist in preparing documentation for hearings.
- May be asked to provide information to local, county, and state legal or court entities and may be required to testify at court or other legal proceedings.
- Demonstrates patience, compassion, and crisis management in working with and in support of internally and externally diverse community members reported to be or suffering from mental health, substance abuse, houseless, or other quality of life related issues.
- When necessary and/or requested, conduct follow up with identified community members or support service providers and be able to consult with other specialists on unique or difficult cases.
- Performs other duties of a similar nature and level.
Education and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation with a Bachelor’s or associate’s degree with at least three years of human relevant education, training, work, or experience. Candidates should also have at least one year of service related experience, such as work aiding people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing.
Licensing and Other Requirements:
Positions in this classification are required to possess a valid driver’s license and ability to meet the City’s driving standards.
May require certification as a Qualified Mental Health Associate (QMHA) or other professional certification or licenses to meet qualification and standards for behavioral professionals as mandated by Oregon Administrative Rules.
Must be able to pass a thorough background check with no felony convictions, and pass a psychological and medical evaluation.
Duties will occasionally involve working in adverse or inclement weather conditions; exposure to high noise levels; dealing with distraught or difficult individuals; attending meetings or activities outside normal working hours; occasional response to emergency conditions during off-hours; occasional operation of a motor vehicle on public roads.
Annual pay range: $64,981 - $80,644

- Sick Leave Upon Hire: New and lateral hires scheduled to work a forty (40) hour workweek will receive the equivalent of six (6) months (48 hours) of sick leave upon hire rather than accruing sick leave on a monthly basis. Upon completion of the six (6) months, they will accrue sick leave monthly as described in Article 26.1 of the LOPOA labor agreement.

Incentive Pay:
- 5% for two years of college-level course work or DPSST Intermediate Certificate
- 6% for two years of college-level course work and DPSST Intermediate Certificate
- 10% for a four-year degree or DPSST Advanced Certificate
- 11% for a four-year degree and DPSST Advanced Certificate
- 15% for an advanced college degree (Master’s or Doctorate Degree)
- Employees who are determined by the City to be fluent in additional languages shall receive an additional 5% of their base pay.
