The City of Salem Public Works Department is seeking a Drinking Water Program Coordinator to support the city's drinking water programs.
Make an impact: The City of Salem is seeking candidates for the Drinking Water Program Coordinator position in the Public Works Department. This position will help coordinate drinking water regulatory programs to help ensure safe and reliable drinking water for the Salem community.
Learn and grow: This position will learn how drinking water regulations and other programs such as water conservation and source water protection help provide high quality drinking water for over 200,000 water customers.
What you will do: Tasks include monitoring and coordinating regulatory sampling, producing content for the Consumer Confidence Report (CCR), assisting with complex drinking water regulations including the Lead and Copper Rule Improvements and PFAS, assisting with the Cross Connection Program, and further developing the City of Salem’s Water Conservation Program.
Additional information on job responsibilities:
- Collaborate with both internal and external partners on the implementation of the Lead and Copper Rule Improvements. This position will assist with the coordination of subsequent requirements as detailed in the regulation.
- Enhance the City’s Water Conservation Program by developing and implementing additional benchmarks as identified in the Water Management and Conservation Program (WMCP).
- Assist with administrative duties of the City’s Cross Connection Program development of website and outreach materials for City backflow assembly owners and certified backflow testers.
- Coordination of the annual Consumer Confidence Report (CCR) including developing content to meet regulatory requirements.
- Develop and/or oversee the development of program promotional and educational outreach activities for drinking water programs, including writing articles and fact sheets which require researching a variety of resources.
- Provide assistance and information to the public and other employees requiring thorough knowledge of laws, regulations, policies and procedures related to drinking water; explain services, policies and procedures as they apply to specific situations. Respond to and solve problems or sensitive situations.
- Develop formats and models for data collection, analysis and reporting. Manage correspondence and design data reporting formats to follow requirements set forth by regulating agencies. Analyze and interpret laboratory result of water samples. Maintain central databases of research and analytical results used to report compliance with regulations or City benchmarks. Track and analyze data on water quality or water conservation for use in program materials or to demonstrate compliance.

What are the minimum qualifications?
- Must pass the pre-employment background check, and depending on area of assignment, may be required to pass a drug test (including marijuana).
- Must have an Oregon Driver license and meet the City of Salem's driving standards.
- Bachelor’s degree in the biological, earth, or environmental sciences; hydrology or civil engineering; or a related field. Two (2) years of progressively responsible paraprofessional experience in the program or operational area or a related field
OR
- Any satisfactory equivalent combination of education, training and/or experience relevant to the position.
- Demonstrated knowledge of assigned program area preferred.
- Federal, state, and local laws, codes and rules as applicable to the program area preferred.
- Must obtain an Oregon Boater Education Card within six months of hire date.

- Ability to present to groups, including City staff and general public.
- Ability to analyze and trend large data sets.
