What you will do:
The Plans Examiner II provides all electronic plan review of building plans with modern computer-aided technology while meeting BSD guarantees and goals. The successful candidate will counsel customers on appropriate permits, building code requirements, plan review submittal requirements, enter accurate data into computer records, and calculate fees. The Plans Examiner II will also respond to inquiries from the public and other city departments.
The ideal candidate for this position is an experienced plan reviewer with a strong focus on customer service and effective communication. The successful candidate will possess the ability to work independently, meet daily plan review timelines, and handle a variety of responsibilities, including assisting walk-in customers. Strong interpersonal skills are essential for collaborating with team members and interacting with the public to ensure a positive and efficient experience. This role requires someone who is organized, detail-oriented, and capable of managing multiple tasks in a fast-paced environment.
This position will be expected to work full-time in office until it has been determined by their supervisor that they are capable of working from home. A work-from-home hybrid program is available to most employees that have demonstrated sufficient training to work independently.
Additional information on job responsibilities:
- Review plans and specifications for all building and related structural construction or alteration for compliance with municipal codes, engineering standards, and material specifications, and recommend changes to meet code standards.
- Conduct field inspections and re-inspections of buildings during the course of construction, alteration, or repair for conformance with code requirements.
- Complete inspection forms, prepare letters and notices of correction for remedy of deficiencies.
- Investigate complaints of code violations.
- Respond to inquiries from the public.
- Perform research activities and prepare reports as directed.

- Position schedule is Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m.
- Our team follows a hybrid work structure where employees can work remotely or from the office 555 Liberty St SE, as needed, based on demands of specific tasks and manager approval. This is subject to change based on business needs.

What are the minimum qualifications?
- Must pass pre-employment background check.
- Must have an Oregon Drive license and meet the City of Salem’s driving standards.
- High school diploma or GED, supplemented by college level courses in engineering or architecture, and five years of experience as a building contractor, architect, or structural engineer, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.

- State of Oregon Mechanical Inspector A-Level (MIA) Certification

What you will bring along:
- Knowledge of state and municipal building, zoning, and related ordinances, and codes;
- Knowledge of all types of building construction materials, methods, and stages of construction when possible violations and defects may be easily observed and corrected;
- Knowledge and experience with construction safety practices and equipment;
- Experience with modern office practices and ability to use office equipment;
- Experience reviewing and accurately interpret complex plans, specifications, and blueprints and to reconcile them while construction is in progress;
- Experience with performing complex structural computations and providing recommendations;
- Experience to tactfully enforce building codes and regulations;
- Experience establishing and maintaining effective working relationships with individuals, co-workers, other agencies, and the public;
- Experience and ability to acknowledge others, respect, seek to understand, and value individual differences to foster and support a diverse and inclusive workplace.
