Position Overview
The Psychiatric Security Review Board (PSRB) is actively seeking qualified candidates for the crucial role of Attorney Member. In this important public official position, you will serve alongside four other board members as quasi-judicial officers, conducting contested hearings that uphold due process and procedural fairness for individuals with chronic mental health issues.
In this role, you will evaluate evidence, hear testimonies from witnesses, and make informed decisions regarding the treatment, supervision, and community placement of individuals. You will also assess petitions from those seeking restoration of firearm rights or relief from sex offender registration requirements. Your contributions will be essential in ensuring a fair and just process, balancing individual rights with public safety, and promoting rehabilitation and successful reintegration into the community.
Position Details and Board Member Commitment
As a PSRB board member, you will be appointed by the Governor and confirmed by the Senate for a four-year term, which may be extended for a second term. Board members receive a stipend of $428.47 for each day they preside over hearings, in addition to an equal amount for preparation. Hearings are conducted remotely via Microsoft Teams, and you will be provided with state-issued equipment and IT support. Opportunities for training are available to enhance your skills, and board members convene in person for quarterly meetings.
A commitment to sitting for at least two full Wednesdays each month for hearings is required. Candidates must also be residents of Oregon, ensuring a deep understanding of local contexts and the unique challenges faced by the community. This is a flexible yet impactful role in Oregon’s forensic mental health system.

Essential Qualifications:
1. Candidate must be a lawyer with substantial experience in criminal trial practice, excluding any district attorney, deputy district attorney or public defender;
2. Board members serve in a quasi-judicial role to conduct full and administrative hearings as required by law;
3. Board Members review a substantial volume of medical, behavioral and clinical records via paperless format in preparation for each hearing day;
4. Board Members are engaged in quarterly meetings to develop and implement the agency’s strategic plan, review and modify administrative rules, policies and procedures as needed, and conduct administrative business;
5. Board Members engage in training as necessary and assigned to fulfill their duties and responsibilities;
6. Board Members must be computer literate and have proficiency in using basic computer software and systems.
