The Opportunity:

This classified management limited duration position is not eligible for overtime and is expected to last until June 30, 2025, however we will be requesting additional funding to continue these positions beyond this date. This position is eligible for routine telework, however the incumbent must reside in Oregon or Washington. The onsite work location for this position is at the Multnomah Building:  501 SE Hawthorne Blvd, Portland, OR  97214 

Overview:

As the Recruitment and Workforce Planning Coordinator you'll be a part of the centralized Talent Acquisition team. Your responsibilities will focus on building sustainable recruitment infrastructures by providing enhanced recruitment and selection training, retention and employee engagement programming, and external outreach & community partnership. This position will serve as an advanced subject matter expert in recruitment and plan and prioritize complex projects that enhance countywide structures and continue to foster a culture of safety, trust and belonging.

Responsibilities will include:

  • Developing and facilitating recruitment and selection learning courses for Recruiters, Hiring Managers, and those participating in interview panels.

  • Oversee projects related to developing and updating countywide Recruitment and Selection procedures, manuals, artifacts, templates and tools.

  • Researching, promoting, and implementing equity-informed best practices in recruitment, selection, retention, and employee engagement. 

  • Develop and implement Succession Planning programming, tools, and frameworks countywide that are aimed to identify critical positions and developing employees to fill those roles.

  • Supporting the intentional coordination and participation in countywide candidate outreach events such as job fairs, online job boards, and partnerships with community organizations.

  • Designing and maintaining resources for applicants considering County employment.

  • Supporting other projects within the Talent Acquisition team.

  • Is experienced in facilitating trainings & providing coaching and feedback that is effective and inclusive.

  • Is able to manage workflow efficiently and effectively by prioritizing and multitasking.

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree - in lieu of a degree we will consider equivalent related experience

  • Three (3) years experience in recruitment and/or workforce strategic planning

  • Experience in the development and facilitation of adult learning events

  • Experience applying an equity framework in process and decision making

  • Strong written and verbal communication skills, with demonstrated ability to effectively communicate with a diverse range of stakeholders, candidates and staff as well as public speaking and facilitation experience

Preferred Qualifications/Transferable Skills*: 

  • HR Certification, Career Development, and/or Career Coaching (such as SHRM, PHR, JCTC, CPC, or SHRM-SCP)

  • Experience supporting and/or leading workforce strategic planning in a complex organization

  • Community outreach experience
