Description

The City of Milwaukie has an exciting job opportunity for anyone who enjoys working outside, using tools and equipment, and seeing the impact of their work through involvement in a small, close-knit community and workplace.

The Milwaukie Wastewater Division is responsible for cleaning and maintaining our sewer infrastructure. We regularly clean our sewer lines and use CCTV technology to inspect the lines using NASSCO coding, identify defects, and make repairs. Wastewater also operates and maintains 5 sewer lift stations. This position involves using all types of equipment, including combination trucks, backhoes, loaders, dump trucks, and an array of hand tools.

The wastewater crew performs investigative work on cross bores and sinkholes for our public works crews, engineering department, and consultants.

Depending on qualifications, this position may be filled at either the Utility Technician I or II level. Those hired at the Utility Tech I level will work toward the licensing and certification requirements of the Utility Tech II.

Duties and Responsibilities

 

  • Works on a small 4-person team rotating through a variety of duties including, but not limited to:
  • Competent / confined space (inside manholes and wet wells)
  • Operating and maintaining 5 sewer lift stations
  • Repairing, maintaining, and inspecting underground sewer lines using CCTV technology
  • Cleaning wet wells, and sewer mainlines
  • Performing sewer line locates as requested by internal and external customers
  • Operating heavy equipment such as combination trucks, backhoes, loaders, and dump trucks, including those requiring a Class A CDL with tanker and air brake endorsements 

 

Job Specifications

Any combination of education and experience providing the knowledge, skills and abilities to perform the essential duties of this position will be considered.  Prior work experience and educational requirements listed are typical ways of obtaining the required qualifications. Other equivalent combinations of education, training and experience will be considered, including unpaid work experience, on a year-for-year basis.)  
 
To be considered as Utility Technician II:

  • High school diploma or GED
  • Two years’ experience equivalent to that of a Utility Tech I
  • Class A commercial driver license and acceptable driving history
  • OSHA Confined Space and Competent Person certification
  • Traffic Control certification

To be considered as Utility Technician I:

  • High school diploma or GED
  • Two years’ experience applying technical skills in general construction, maintenance, and repair work
  • Class C driver license and ability to attain a Class A license within six months of hire and acceptable driving history

 Knowledge, Skills and Abilities:

  1.  Knowledge of maintenance construction and repair methods and procedures used in assigned area.
  2.  Knowledge of safety practices and procedures applicable to area of assignment.
  3.  Knowledge of safe and effective operating practices of light equipment used in assigned areas.
  4.  Basic knowledge of and ability to learn about traffic systems, signs, and signals, techniques of flagging and traffic control.
  5.  Basic knowledge of and ability to learn to operate power tools used in public works maintenance operations.
  6.  Ability to perform heavy manual work under confined and uncomfortable conditions.

Compensation: 
If appointed as Utility Tech II,  the salary range for this overtime-eligible union-represented position is $4,555 – 5,815 per month. Based on an analysis of the successful candidate's related experience and education as documented on the employment application under the city's pay equity policy and the Oregon Equal Pay Act, the starting pay assignment would be no higher than $5,538 monthly.
 
If appointed as Utility Tech I, also overtime-eligible and union-represented, the salary range is $4,340 – 5,538 monthly. Based on an analysis of the successful candidate's related experience and education as documented on the employment application under the city's pay equity policy and the Oregon Equal Pay Act, the starting pay assignment would be no higher than $5,276 monthly.
