The City of Gresham is seeking qualified applicants for an exciting new role as a Compliance Supervisor within the Community Services Division.  

This position will provide daily leadership and supervision to the code compliance and rental housing teams including assigning and reviewing work, collaborating with staff to ensure quality customer service and effective processes, and representing code compliance and rental housing internally within the city organization and externally in the community. The Compliance Supervisor will report to the Community Services Manager. The Community Services Manager also leads the City’s Homeless Services program.

 

What you will get to do:

  • Leadership/Supervision - Provide daily supervision of work and leadership to the code compliance and rental housing teams including coordination of caseloads, advising on complex issues that arise, speaking with community members who want to escalate a concern, and ensuring consistent quality of customer service to the public. Backfill/support on field inspections for complex cases or based on staffing.
  • City Code & Program Expert - Serves as the authority on city code and enforcement processes, leads code and program updates; drafts and manages administrative warrants; collaborates with staff to make enforcement decisions in cases; authorizes civil penalties and civil penalty reductions/waivers. Analyzes and reviews pertinent laws, statutes, regulations, ordinances, policies, and procedures to ensure compliance; conducts analysis on best practices and trends; formulates and implements recommendations.
  • Internal, Interjurisdictional & Community Liaison - Provides guidance and technical information to other departments, staff, the general public, and/or outside agencies; represents the City to the public including making presentations, participating in meetings, and conducting community outreach; responds to and resolves confidential and sensitive inquiries; investigates complaints and recommends corrective actions as necessary.
  • Budget Administration - Makes budget recommendations to the manager, administers and monitors program budgets; develops justifications for budgetary recommendations and/or adjustments; participates in forecasting additional funds for staffing and resources; participates in the interpretation, negotiation, management, and enforcement of contracts; coordinates and approves vendor contracts.

Work schedule/environment:  

The typical work schedule will be five 8-hour days per week Monday through Friday.

 

Minimum Qualifications:

  • Bachelor’s degree
  • Valid driver's license
  • Good driving record (based on our driving matrix below)
  • 18 years of age or older
  • Three (3) or more years of related work experience which includes supervisory/leadership experience, code compliance, rental housing inspection, law enforcement, and/or building code inspection, or other related work.

Any combination of qualifying education, training and/or experience equivalent to 7-10 years will be considered.

Required certifications and licenses:

  • Property Maintenance & Housing Inspector Certification is required within 6 months of hire.



DRIVING MATRIX: You will be disqualified from this process if you possess any of the following driving infractions:  

  • A major traffic offense or accident that results in death or major injury.
  • Driving under the influence (DUI) offense within the last 5 years.
  • Have more than 3 moving violations within a 3-year period or more than 2 within a one- year period.  
  • Have more than 2 accidents within a 3-year period.
