The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Bilingual Inclusion Specialist (Program Analyst 2). This position requires that the successful applicant is fluent in Spanish and English. Please note, for performing bilingual services, you will receive an additional 5% differential in addition to your base salary.

This position follows a hybrid schedule, combining remote work from home with regular travel to child care programs multiple days per week.

What you will do:

In this role, you will work closely with child care providers and families throughout the state. The primary work consists of visiting child care programs to provide guidance and technical assistance supporting high quality, inclusive environments and practices and to connect them with local inclusion specialists in their communities. Additionally, you will conduct observations and assessments to determine appropriate funding and service recommendations for child care providers serving eligible children and families. You will collaborate closely with parents, providers, and state agencies to navigate policies and develop effective strategies that support children’s needs. Additionally, you will monitor program outcomes, evaluate effectiveness, and recommend improvements for better service delivery. As a representative of the program, you will advocate for inclusive child care services by participating in community and state planning groups, conferences, and public meetings.

What we are looking for (minimum qualifications):

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Early Learning, or related degree; and two years of experience coordinating or administering a program. OR
  • Any combination of experience or education equivalent to five years of experience coordinating or administering a program.

 

To meet the Special Qualifications of this position, you must be fluent (read, speak, and write) in English and Spanish.

  • Strong child development background
  • Experience teaching, supervising or coaching others in child care settings
  • Experience working with children with disabilities and their families
  • Experience assessing child care environments for developmentally responsive practices
  • Desire to work within a strong, passionate and committed team of inclusion advocates
  • Ability to work independently with minimum supervision
  • Passionate about advancing the child care profession and promoting culturally responsive, equitable, and inclusive practices for all.
