The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Coordinated Enrollment Analyst (Operations & Policy Analyst 3). This is an exciting opportunity to help lead the redesign of Oregon’s early childhood coordinated enrollment system and help the Community Systems Team ensure that all Oregon families have access to high-quality early learning and care experiences. The person in this role will be a member of DELC’s newly redesigned Community Systems team. This position will work a hybrid schedule of working both remotely and in the office – This position will have occasional travel expectations working with different regional hubs within Oregon as well as quarterly in-person meetings at our Salem and Portland offices.

What you will do:
This position works within the Community Systems Office in the Programs Division. The primary purpose of this position is to lead strategic planning and design of Oregon’s early childhood coordinated enrollment system, and to provide consultative advice on the administrative, policy, programmatic and management aspects of agency operations related to the coordinated enrollment system. This position is also responsible for evaluating the effectiveness of and monitoring of federal laws, regulations, and policies related to coordinated enrollment initiatives. This position works in collaboration with local partners like community organizations, Early Learning Hubs, and Child Care Resource and Referral Networks (CCR&Rs) to identify local needs and solutions. This position collaborates with other DELC offices to design and implement changes to programs and policy to address those identified needs or incorporate local solutions as appropriate. This includes the development, interpretation and implementation of policy and procedures, administrative rules, and legislative concepts. This position also collaborates closely with local and state agencies to ensure policy alignment across sectors.

A Bachelor's Degree in Early Learning, Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or related degree; and four years professional-level evaluative, analytical and planning work OR; Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work.

• Understanding of and ability to succeed with work that is iterative, and willingness to revise work plans and products to address policy and pragmatic circumstances as they arise.
• Experience working with or in diverse community settings. Additional experience with government-administered education, health and or human service program administration, policy design, or data research is preferred.
• Understanding of the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities.
• Experience with eligibility-based programs and processes for monitoring those systems.
• Ability to identify inefficiencies in government processes and advocate for practical, effective changes while maintaining strong relationships.
