Business Oregon, the state's economic development agency, is currently hiring a Program Analyst 3 ' COBID (Program Analyst 3) for our Certification Office for Business Inclusion and Diversity program (COBID). This is a new position that will design new programs and program features with the goal of increasing the number of certified firms and increasing the utilization of firms by public contracting agencies.

What you will do:

  • Enhance Outreach and Engagement: Develop a comprehensive outreach strategy that targets businesses, state and local governments, tribal members, and various community organizations. This strategy will involve organizing in-person events, partnering with key stakeholders, and leveraging digital platforms such as social media and web-based outreach to broaden awareness of the COBID certification program.

  • Marketing Plan development: Evaluation and refinement of the marketing plan to adapt to changing needs and to optimize outreach efforts. By assessing the effectiveness of current programs and gathering data from various sources, the role will identify gaps in outreach and develop new methods to address them. This includes implementing partner feedback, documenting processes, and creating performance measures to track the success of the marketing initiatives. Ensuring that these efforts are aligned with the overall objectives of increasing program utilization and addressing barriers faced by small and disadvantaged businesses will be crucial to the role's success.

  • Partnerships and Advisory Group Management: Work with COBID Manager to stand up a new, statewide COBID Advisory Group. Serve as lead staff member to write charter and bylaws, appoint members, onboard members, determine meeting content, run meetings, implement strategy and intent of Advisory Group. Collaborate with state agencies, tribal members, local government, small and disadvantaged businesses, and other community organizations to determine barriers preventing small, disadvantaged businesses from sustainability and growth. Ensure that business have access to the necessary tools and resources to grow and succeed in the public contracting space.

  • Program Development and Evaluation: Design and implement innovative programs aimed at increasing the number of certified firms and enhancing their utilization by public contracting agencies. This involves thorough research and data collection on current certification practices, utilization statistics, and barriers faced by small and disadvantaged businesses. You will collaborate closely with state agencies, local governments, tribal members, and community organizations to identify challenges and develop targeted strategies to overcome them. Additionally, you will be tasked with creating new policies and procedures, developing key performance measures, and regularly evaluating the effectiveness of these initiatives to ensure that they align with state requirements and contribute to the overall growth and sustainability of certified firms in the public sector.

The ideal candidate will possess a combination of some or all the following skills:

Strategic thinking and Program Design: Ability to design and develop new programs and features, focusing on increasing the number of certified firms. Ability to identify gaps in program offerings, resolve conflict in shared responsibilities and recommend modification to program operations to support changing priorities.

Collaboration and Relationship Management: Experience in working with a wide range of stakeholders, including state agencies, tribal members, local governments and community organizations, to identify and address barriers to program participation. Ability to establish and lead advisory groups including drafting charters, onboarding members and facilitating meetings to achieve strategic goals.

Communication and Outreach: Strong written and verbal communication skills to develop and implement outreach strategies, marketing plans and to foster community-based efforts. Experience in organizing and participating in events, both in-person and web-based, to promote program goals and increase participation.

Policy Development and Evaluation: Expertise in developing policies and procedures based on research, best practices, and stakeholder feedback. Knowledge of state requirements, legal challenges and best practices related to certification programs and government contracting.

Leadership and Initiative: Demonstrated leadership in program development, advisory group management and outreach initiatives, with proactive approach to implementing strategies and achieving goals. Ability to provide consultative advice to partners, offer ongoing support and ensure that program services are effectively implemented and sustained.

What you need to qualify:


A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; AND four years' experience coordinating or administering a program

OR

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

The Certification Office for Business Inclusion and Diversity (COBID) is responsible for the certification of small and disadvantaged businesses interested in government contracting. The primary goal of certification is to level the playing field by providing certified firms a fair opportunity to compete for government contracts regardless of owner ethnicity, gender, disability, or firm size. COBID works closely with state and local government agencies to improve the utilization of certified firms. COBID also conducts public awareness activities with other agencies and technical assistance providers connecting firms with business resources to assist in sustainability and growth.

The COBID team sits within the Innovation and Business Resources Division. Other teams within the Innovation and Business Resources Division include: the Business Finance team, the Innovation & Entrepreneurship team, and the Economic Equity team.

• PERS ' This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
