This position is responsible for the timely and accurate billing of grantors and the monitoring and resolution of related aging accounts receivable. This position monitors expenditures for allowability under funder requirements and completes the timely recognition of revenue. This position will provide accurate and timely reports to stakeholders including program partners and leadership. In addition, this position is responsible for meeting funder financial reporting requirements including federal financial reports. As the Senior Grant Accounting Specialist, you will: 

  • Complete and distribute monthly actual vs budget reports using approved reporting templates and processes

  • Maintain  accounting hierarchy and monthly review of variances with stakeholders including program managers within their portfolios

  • Complete and submit Federal Financial Reports.

  • Work collaboratively with the cash management unit to ensure accurate payments including ongoing monitoring of accounts receivable

  • Review accounts receivable aging reports and follow-up on any receivable over 60 days including communication and notices to grantor

  • Monitor and document any receivables deemed uncollectible and escalate to supervisor for write-off processing

  • Review monthly expenses to ensure accurate use of cost objects and ledger and allowability under grant terms and conditions

  • Collect and maintain supporting documentation for review by auditors and in compliance with retention schedules

  • Complete payroll accounting adjustments (PAA) for vacation and sick leave on at least a monthly basis

  • Maintain backup documentation in the system of record and document justification for all adjustments to payroll

  • Ensure that the internal controls put in place are being followed

  • Review the internal county budget and proposed grant external budgets

  • Evaluate allowability of proposed expenditures to ensure compliance with grant terms and conditions

  • Monitor unearned revenue and beginning working capital

Minimum Qualifications/Transferable Skills*:

  • Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, finance, or a related field

  • Experience: Five years of progressively responsible financial analysis, advanced level professional accounting or fiscal/grants management experience

Schedule: Monday - Friday, 8:00 AM - 5:00 PM

 

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave., Portland, OR 97209.
