The Public Works Department is hiring an Admin Analyst I to fill the PW Dispatch Lead role

Make an impact:  
Public Works plans, constructs, and maintains the City’s infrastructure including roadways and lanes and water, stormwater, and wastewater utility services. The Public Works Dispatch center is a 24-hour 365-day operation that receives and responds to emergency and nonemergency service requests for public infrastructure-related issues. The Public Works Dispatch Center is critical to the daily functions of the Public Works Department with typical duties including obtaining and recording information; initiating responsive actions to alarm notifications and service requests; dispatching appropriate equipment and personnel for response; maintaining radio/phone contact with crews in the field; coordinating with emergency and other public/private agencies; managing a variety of records including call logs for service; operating multiple telecommunications and information systems including computer aided dispatch (CAD), call center telephone system, radio systems, and alarm/camera/security monitoring computers and equipment; and monitoring a variety of radio frequencies which may result in the transmission of requests to other agencies. 

What you will do: 
We need an enthusiastic individual to lead Public Works dispatch staff, analyze information, and provide guidance and solutions. This position monitors and assists the dispatch team including conducting new dispatcher and ongoing training; recommending and assisting with implementing procedures; handling escalated customer calls; completing specialty projects; serving as superuser of various software systems; and resolving complex issues. The Dispatch Lead also performs dispatch duties and works an assigned shift interacting with the public, internal departments, local jurisdictions, outside agencies, and local fire and police responders.

The work involves a high degree of judgement and responsibility for call and data management, follow up, dispatching work crews, and coordinating with emergency personnel and other agencies. Work schedules include a variety of day, swing, and graveyard shifts to meet the operational needs of a 24-hour, 365-day operations. All Dispatch staff, including the Dispatch Lead must be willing and able to work any shift as well as overtime as needed. Dispatch staff may work alone or with others depending on the shift. Shifts are bid on by seniority.

What are the minimum qualifications? 
  • Must pass the pre-employment criminal background check.
  • Depending on area of assignment, may need to pass the pre-employment drug test (including marijuana).
  • May require an Oregon Driver's license and a driving record that meets the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in business administration, public administration, or a related field; and one year of professional administrative level experience involving review, analysis, and preparation of recommendations, development of administrative policies, procedures and systems; or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Depending on the area of assignment, may have to pass a criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment).

Preferred Qualifications:
  • Typing certificate required – 35 wpm with 95% accuracy rate.
  • Two years of experience with 24-hour call center, dispatch, or other related area involving public contact or customer service.
