The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to make it easier for those in need to access services and housing. The Joint Office's work aligns directly with the County's mission and vision to serve the needs of those who are most vulnerable by providing a safety net of quality services that are developed using an equity lens and a commitment to social justice.

We are seeking a dedicated and passionate Outreach Specialist to join our team in tackling the critical issue of homelessness in our community. This pivotal role will be instrumental in coordinating and aligning outreach efforts across various agencies, ensuring individuals experiencing homelessness receive the support and services they need. This position will work to ensure that the outreach is happening in a manner that is coordinated and in alignment with what is expected in our service contracts. This will involve routine engagement with the contracted providers, occasional field work with contracted outreach teams, and review of outcomes and output reports. '‚ '‚'‚'‚'‚'‚

Key Responsibilities:

Programmatic Support:

  • Serve as a subject matter expert in navigation and outreach services.

  • Develop, implement, and monitor policies, procedures, and goals associated with outreach services.

  • Collect and analyze data to evaluate program performance.

  • Prepare reports and recommendations for process improvement and program development.

  • Develop informational resources and conduct outreach workshops.

Navigation and Outreach Operation Support:

  • Lead outreach coordination efforts across multiple jurisdictions and organizations.

  • Represent JOHS and outreach programs to the public and stakeholders.

  • Develop and maintain data collection systems to track outreach activities.

  • Ensure geographic coverage and programmatic equity in outreach efforts.

  • Assist with severe weather response.

Homeless Services System Planning, Development, and Implementation:

  • Gather and analyze data to evaluate program performance and inform policy development.

  • Support process improvement and program development.

  • Conduct community outreach and apply an equity lens in developing new initiatives.

  • Evaluate and prioritize best practices for homeless services.

To Qualify

We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills:

  • A Bachelor's Degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position OR equivalent transferable skills and experience of 5-8 years.

  • Must pass a reference check. Three references will be requested of top candidates in the final stages of recruitment. One reference must be a current or former supervisor.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Deep understanding of homelessness issues and outreach strategies.

  • Excellent communication, coordination, and collaboration skills.

  • Strong data analysis and reporting capabilities.

  • Ability to work independently and as part of a team.

  • Commitment to equity and social justice.

  • Experience in program development and implementation is a plus.

  • Working knowledge and experience of:

    • Working with individuals and families who have experienced homelessness, and/or are households that are low income and marginalized/disenfranchised.

    • Advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes.

    • The needs of and barriers faced by people of color experiencing homelessness.

    • Providing culturally responsive services to people with diverse cultural and experiential backgrounds.

Additional Details

Hybrid Telework: This position is designated as 'œhybrid telework,' meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave Portland, Oregon 97209.

Serving the Public, Even During Disasters

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
