Description

Business Oregon the state’s economic development agency, is currently hiring a Procurement & Contract Specialist (Procurement & Contract Specialist 2) (Limited Duration/Job Rotation) position. This position works with internal and external stakeholders to write, negotiate, and execute grant contracts to support the Oregon Broadband Office within Business Oregon. 

This is a Limited Duration position currently approved through March 30, 2027, with the possibility of extension. This recruitment will be used to establish a list of qualified candidates to fill the current position and may be used to fill future vacancies.

Note: We are also considering a job rotation opportunity. A current State of Oregon employee may elect to be considered as a job rotation candidate. To be eligible, you must be a State of Oregon employee in regular status who has completed trial service, or a limited duration employee. Temporary, volunteer, and contract employees are not eligible for job rotations. Written approval from your manager is required to apply and must be attached to your application. This job rotation is anticipated to last approximately 12 months.

Here’s what you will do:

  • Provide consultation and contract planning services to department staff in the development of intergovernmental agreements, grants, loans, goods, and services contracts.
  • Advises managers and staff on procedures for developing contracts.
  • Evaluates contracts for potential performance risk, including terms and conditions.
  • Prepare contract drafts and amendments and provide technical information and direct assistance to staff in developing project descriptions, budgets and contractual provisions.
  • Coordinate, organize and participate in meetings that develop technical and contractual requirements.
  • Prepare statistical reports and correspondence.
  • Explain and advise staff on state contract and procurement laws, rules, regulations, operating policies, procedures, and ethics.
  • Act as point of contact with Assistant Attorney General to discuss contract and legal issues related to specific contracts and agreements.

The ideal candidate will possess a combination of some or all the following skills:

  • Demonstrated ability to develop, negotiate, and execute a variety of contracts and amendments.
  • Ability to interpret and apply Federal requirements, State statutes, administrative rules, policies, and contractual requirements.
  • Experience in negotiations during the contracting process.
  • Experienced communicator with the ability to speak to many audiences.
  • Experience reviewing, monitoring, and amending contracts or agreements.

What you need to qualify:

Four years’ procurement and contract experience related to the position. Two of the four years must have been at the professional level such as developing and administering standard contracts, agreements, or solicitations. 

OR 

A bachelor’s degree and one year of professional-level procurement and contract experience related to the position. 

OR 

Any combination of experience and education equivalent to four years of procurement and contract experience related to the position.

The mission of the Oregon Business Development Department, dba Business Oregon, is to invest in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy. 

Operations & Finance Division serves every part of the department and includes all central administrative services; it also includes the Business and Public Finance programs.  The Operations sections include Employee Services; Fiscal and Budget Services; Information Technology; Policy, Rules, Audits, and Contracts; and Facilities.  Business and Public Finance offer financial analysis and services including direct loans, loan guarantees, loan participation, conduit bond financing, business retention and expansion services, municipal financing, and referrals to technical assistance providers for Oregon businesses. The Policy, Rules, Audits, and Contracts (PRAC) section is responsible for policy development, administrative rulemaking, contract development, procurement, internal performance audits, project management services, tribal relations and legislative activity support for the department.  PRAC is responsible for the development and execution of the department’s grants/loans and ensuring compliance with all legal requirements.  It supports all other divisions in the department in delivering resources and services to Oregon companies, business and industry groups and communities.  This section exists to support and collaborate with all sections and provide operational support for the Department’s programmatic service delivery. 

The Contract and Procurement Service is responsible for the unit negotiating contract terms with businesses, municipalities, arts organizations, and other entities to ensure that OBDD complies with all state and federal laws and requirements.
