The HR Management Analyst II oversees the day-to-day front office operations for the department. The individual in this position will lead our fabulous Front Office Team, which is currently responsible for personnel file administration, conducting I-9 verifications and E-Verify reporting, ensuring compliance with USCIS and other applicable employment regulations, county phone operations, invoice processing, fleet vehicle provisioning, walk-in/customer service, responding to general HR inquiries, and providing other critical administrative and operational support to the HR and Finance departments.

Other duties of this position include:

  • Partnering with the Front Office and Leadership Teams to ensure that critical compliance paperwork is completed on time.

  • Developing and serving as primary administrator for assigned communication channels, including intranet sites (e.g. SharePoint, HR Corner, etc.) and complaint reporting platforms (e.g. Ethics Point, Origami, etc.)

  • Partnering with Human Resources leadership to support the annual budgeting cycle.

  • Serving as the primary point person for HR and Risk Contract Administration

  • Ensuring that department invoices are processed and paid in a timely manner.

  • Managing an upcoming project to plan and implement a new process for printing and provisioning employee ID cards.

  • Identifying, planning, and executing process improvements that support the team's ongoing transition to paperless operations as well as the county's ERP modernization project.

  • Serving as the point person for public records requests.

  • Providing leadership, support and direct supervision to the HR Front Office Team.

  • Planning and managing periodic audits to ensure compliance with applicable employment laws and regulations; this includes but is not limited to regular I-9 and personnel file audits.

  • Supporting process transparency and compliant, equitable operations by ensuring that process documentation is developed and maintained for assigned functional areas.

  • Working with the front office team to provide ad hoc administrative support to HR leadership (e.g. preparing slide decks, scheduling meetings, developing agendas, contract administration, etc.).

  • Collaborating with the Employee & Labor Relations Team to develop and implement Washington County's Employee Recognition program

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND two (2) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR

  • Associate Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR

  • High School Diploma/GED; AND six (6) years of progressively responsible work experience in administrative, operations, budgetary, and similar analyses, of which at least two (2) years of this experience is in the public sector for a medium or large governmental unit.
