The Port of Portland is hiring a new Senior Human Resources Business Partner!

Your Role: As a Senior HR Business Partner, your focus will be on building strong relationships at all levels and using that trust to provide strategic HR consulting. You will serve help managers build high-performing teams through coaching and case management.  You’ll be involved in key HR functions such as talent management, employee relations, and organizational design. You’ll support initiatives to ensure that HR practices are aligned with business goals while contributing to a positive, inclusive culture.

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home most weeks on Mondays and Fridays.

 

Essential Job Duties

 

HR Business Partnering

  • Build trusted relationships with business leaders and teams to understand needs and provide strategic HR support.
  • Support talent acquisition, compensation, benefits, and learning & development efforts across client groups.
  • Guide managers on HR policies and ensure consistent application of programs and initiatives.
  • Develop, maintain, and administer HR policies and procedures, providing training for clarity and compliance.
  • Lead initiatives to enhance employee engagement, retention, and career development opportunities.

Employee Relations

  • Manage investigations into employee concerns, collaborating with legal and HR teams for resolution.
  • Maintain case files and related documentation.
  • Provide consultation on accommodation, conflict resolution, performance management and disciplinary actions.
  • Partner with leadership to address workplace culture, team dynamics, and complex employee relations challenges.
  • Analyze employee turnover and exit interview data to identify trends and recommend improvements.
  • Lead initiatives to enhance employee engagement, retention, and career development opportunities.

Organizational Development

  • Advise on organizational changes, restructuring, leadership development, and change management.
  • Collaborate with the Organization Development & Learning team to implement leadership and performance management programs.
  • Provide coaching to senior leadership and teams to foster high performance and continuous improvement.
  • Lead change management efforts, ensuring smooth transitions and alignment with organizational goals. 

 

Minimum Qualifications

 

Education

  • Bachelor’s in Business Administration, Human Resources, or related field. 
  • OR equivalent combination of education and relevant experience.

Experience

  • At least 8 (eight) years of progressively responsible experience in human resources
  • At least 4 (four) years of experience as a strategic HR business partner or in an HR leadership role. 

Security

  • Employees in this position may be required to successfully pass and maintain security clearance relevant to assigned duties such as SIDA (Security Identification Display Area), TWIC (Transportation Worker Identification Credential), CJIS (Criminal Justice Information Systems), etc. 

 Licenses and Certifications: 

Preferred:

  • SPHR or SHRM-SCP (HRCI or SHRM)
  • Facilitation certificate or certification (various)
  • Coaching certificate or certification (Hudson, ICF, or similar)

SELECTION PROCESS & PROJECTED TIMELINE:  (tentative schedule): 

  1. Minimum Qualification Evaluation: During the week of February 3, Human Resources and the Hiring Manager will evaluate the education, training, and experience outlined in submitted application packets.
  2. Subject Matter Expert (SME) Evaluation: A panel of internal Subject Matter Experts will assess your experience and training based on your application materials and responses to the supplemental questionnaire.
  3. Interview Scheduling: Our goal is to schedule first-round interviews during the week of February 17 for candidates who successfully pass the SME evaluation. The first round will typically involve the recruiter and the hiring manager. Panel Interviews are tentatively scheduled for the week of March3.
Compensation:
Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.
