Job Summary

What you will do:
The City of Salem is seeking two Project Managers in the Engineering Division of the Public Works Department. In our public utilities team, work focuses on improvements to the City's water treatment and distribution, wastewater treatment and collection, and stormwater systems. In the transportation team, work focuses on roadway improvements, traffic signals, streetlights, bicycle, and pedestrian facilities. Selected candidates will have experience with designing and constructing municipal infrastructure projects.

The Project Manager performs civil engineering project management through the planning, design, and construction of municipal infrastructure projects. Additionally, they will be the designer or reviewing and approving the design of other staff or consultants.

Learn and grow:
The City’s project delivery strategy is tailored to give entry-level engineers project management experience and allow senior engineers to maintain and grow technical knowledge. This is done by having engineers at all levels managing projects and allowing all project managers to take a lead role in design development and construction management for both in-house and consultant designed projects.

I began my career with the City’s Engineering Division in 2006 as an Engineering Associate, after three years as an Engineering Technician at the City. As an Engineering Associate I was the project manager on several utility pipeline projects from cradle to grave; including project scoping, CAD design, public outreach, and construction management while managing project budgets and schedules. This project management experience provided a great foundation for my career advancement. In 2010 I obtained my Professional Engineering license and was promoted to a Project Engineer (Engineer 1). Subsequently, I have managed projects including large street improvements, environmental restoration, and water and wastewater treatment upgrades while progressing my career through the engineering series. I am currently an Engineering Program Manager (Engineer 4) responsible for a team of engineers delivering capital improvements to our water, wastewater, and stormwater infrastructure.

  • Position schedule is Monday-Friday, between the hours of 8:00 a.m. – 5:00 p.m.
  • Our team follows a hybrid schedule working in-office 1457 23rd St. SE 3 days a week and remotely for the rest with manager approval. This is subject to change based on business needs.

What are the minimum qualifications?
  • A Bachelor's degree from an accredited college or university in Civil Engineering or a related field, and six (6) years of experience in Civil Engineering or a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Possession of Professional Civil Engineer License within the State of Oregon required within one year of appointment to the position.
  • Pass the pre-employment background check.
  • Possess an Oregon Driver license and a driving record that meets the City of Salem's driving standards.
