The role:

Do you have experience legislative process and policy making? We are looking for a legislative analyst in Salem! Join us for this upcoming legislation session to coordinate legislative agendas, respond to legislative requests and engage with partners in the legislative process as the 2025 Oregon Legislative Session prioritizes action on a comprehensive transportation package. This position is based in ODOT's Public Transportation Division (PTD) and will focus on support for bicycle and pedestrian investments, Safe Routes to School, rail services and public transit across Oregon. This is a limited duration appointment that is expected to end on or before October 31, 2025. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

A day in the life:

• Support PTD's proposal, development and evaluation of state legislative concepts, processes and procedures.

• Identify and monitor bills with potential impacts to PTD.

• Track activities in the legislative process for bills that relate to PTD program areas.

• Research, analyze and evaluate possible policy, program and process changes, reviewing financial information and statistical data.

• Prepare deliverables that document findings and provide recommendations to staff and leadership.

• Draft testimony, presentations and materials to be shared with legislators and their staff.

• Track and attend hearings relevant to PTD and report back to staff and leadership.

• Coordinate and communicate with external partners.

• Work together with subject matter experts to complete bill reviews, complete evaluations and develop recommendations on proposed bills.

• Support the development and execution of a legislative strategy.

• Support the implementation of legislative changes, Oregon Administration Rule amendments and law changes.

• Create and write legislative updates to information management and staff.

• Perform analysis, studies and other activities requested by agency and division leadership.

• Hybrid work options available, but expected to attend key meetings and hearings in Salem at the Oregon Legislature and ODOT's offices. Occasional overnight travel throughout Oregon.

Minimum qualifications:

Any combination of experience and education equivalent to five years of experience in professional-level evaluative, analytical and planning work.

OR

A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science, or any degree demonstrating the capacity for the knowledge and skills; AND two (2) years professional-level evaluative, analytical and planning work.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

• Oregon legislature experience preferred.

• At least two (2) years of experience working in the legislative process or working as a legislative staffer or lobbyist.

• Skilled in effectively collaborating and influencing diverse groups to achieve common goals, as well as excelling in independent work.

• Demonstrated experience writing legislative bill analysis, summary reports and issue briefs and excellent verbal communication skills.

• Demonstrated experience working with diverse interested parties to build strong working relationships with key partners.

• Demonstrated experience in project management with a proven track record of successfully directing and delivering projects.

• Demonstrated experience planning, developing, drafting and evaluating policy development.
