The Department of Administrative Services (DAS) is the central administrative agency that leads state government to implement the policy and budget decisions of the Governor and Oregon Legislature. DAS IT is a central component of DAS and reports to the DAS Chief Information Officer who reports directly to the DAS Director. DAS IT provides internal support to the divisions in DAS, as well as 20 small agencies, boards and commissions. Our purpose is to bring people and technology together by providing reliable service, accurate information, and creative solutions within an agile organization that is able to meet current and future challenges.

 

Join our dynamic team as the Application Development & PMO Manager, where you will lead the DAS IT Application Development Team and Project Management Office (PMO) to ensure the high availability, performance, and optimization of DAS IT application systems, subsystems, and on-time delivery of large-scale IT systems that provide business value. We are looking for a manager who is knowledgeable in application development, managing a hybrid workforce, and experienced in using various methodologies to ensure implementations are successful.  Your key responsibility will be to guarantee our customer applications are up, available, and performing as expected. Additionally, you'll be an integral part of the DAS IT Management Team, driving organizational initiatives aimed at enhancing efficiency and effectiveness. What We Are Looking For

Minimum Qualifications:

  • Six years of supervision, management, or progressively related experience in IT Application resource management, IT program development, IT project delivery and the establishment and maintenance of an organization’s IT application standards; OR

  • Three years of related experience in IT Application resource management, IT program development, IT project delivery and the establishment and maintenance of an organization’s IT application standards AND a bachelor's degree in Information Technology or Computer Science.

 

Desired Attributes:

  • Expert knowledge of IT best practices, policies and regulations in enterprise IT management with experience managing diverse technical teams.

  • Knowledgeable in various project management methodologies (e.g., Agile, Waterfall, Scrum, etc.).

  • Experience developing IT tactical plans, roadmaps, policies, and procedures with in-depth understanding of programming, computer science and digital security.

  • A clear understanding of client/server technology and network architecture with experience in best practices related to developing and documenting engineering and configuration standards.

  • Demonstrated expertise in IT framework practices: (Current ITIL Design or COBIT certification), Release Management and Incident response

  • Ability to perform root cause analysis on various issues and drive corrective actions across all organizations.

  • Demonstrated expertise in facilitating meetings and garnering agreements where the stakes are high and opinions vary, and emotions are running strong.

  • Demonstrated ability to explain complex technical issues to non-technical managers and executive staff.

  • Advanced leadership and conflict management skills in direct IT staff supervision and IT program management with working knowledge and experience in the principles of IT planning, organizing, directing, motivating, coaching, controlling and decision making.
