At Council for the Homeless , our mission is simple and urgent: to prevent and end homelessness in Clark County. We achieve this by connecting individuals and families to housing, equipping service providers with essential resources and skills, and engaging the entire community in meaningful solutions.
The People, Culture, and Community Manager role plays a unique and critical part in fostering a positive, inclusive staff culture and strengthening community partnerships through a strong commitment to equity. This position bridges key human resources functions with community engagement efforts, using an equity-centered lens to support both internal and external interested parties.
In collaboration with the Vancouver Housing Authority's (VHA) Administrative Services Human Resource division, this position will be responsible for leading the recruiting, orientation and training efforts of the organization, as well as facilitate performance management processes. The role will be tasked with developing and administering an employee handbook with updated policies and procedures that prioritizes staff safety, well-being, and equity. Will oversee continued education, staff training opportunities, and employee resource groups aligned with the Council for the Homeless (CFTH) philosophy.
Community engagement functions of this role include planning, coordinating and facilitating gatherings and workgroups internally and externally. The position will be responsible for building and strategic relationships and having an In-depth understanding of the Council for the Homeless mission and the homeless crisis response system in Clark County, WA. Incumbent will contribute to the creation of communications, materials, and messaging that fosters community engagement and strengthen partnerships.
Pay and Benefits
- The STARTING RANGE for this position is between $32.62 to $35.07 per hour base on experience. In compliance with the Equal Pay & Opportunities act, the full salary range is $32.62 to $42.41 per hour.
- Bi-lingual pay differential.
- Full-time, non-exempt position working 40 hours per week, Monday - Friday. May be required to work a few hours on weekends and holidays when needed.

Requirements
KNOWLEDGE, SKILLS AND, ABILITIES
Knowledge of:
- Human resource policies and procedures.
- Specialized and technical duties related to job evaluation, recruitment, and selection.
- Federal, state, and local statues, rules, and regulations applicable to EEO laws and ADA.
- Demonstrated knowledge in current DEI best practices and trends, including familiarity with key concepts (e.g., racial equity, cultural competency, unconscious bias).
- Technical functions, and operations of a human resources office.
- Research methods, data collection, and sampling techniques, and statistical activities.
- Technical record-keeping techniques and requirements; maintaining technical records, and prepare detailed, and statistical reports.
- Computer software packages including Microsoft Word and Excel, plus HRIS and attendance software.

EDUCATION /EXPERIENCE
- Bachelor’s degree in human resource management, public policy, community engagement, or a related field; a combination of three to five years of relevant experience may be substituted for formal education.
- Demonstrated experience in developing or supporting equity and inclusion efforts.
- Prior experience as an HR generalist or in a role with significant human resources responsibilities.
- Experience facilitating and leading community engagement activities with the ability to align and remain committed to CFTH philosophies and initiatives.
- Strong organizational skills with the ability to manage and prioritize multiple projects simultaneously.
- Excellent verbal and written communication skills.
- Valid driver’s license and reliable access to personal vehicle required.
EXPERIENCE PREFERRED
- Lived experience with low-income circumstances, homelessness, and/or recovery.
- Professional experience with non-profit social services organizations that align to this role.
- Demonstrated success in building and sustaining partnerships with community-based organizations.
- Experience navigating and supporting change management processes.
- Strong organizational and time management skills.
- Proven ability to shape and model a healthy, mission-aligned organizational culture.
