The Business Operations and Strategy Department is seeking a Financial Analyst. This position performs a variety of complex professional, accounting, financial and budgetary functions and analyses within the Business Operations and Strategy Department.

Essential Functions:

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification or individual positions within this classification. Clean Water Services (CWS) may augment duties and/or essential functions at its discretion.)

  1. Analyzes and manipulates complex data sets such as: budgets, financial reports, capital improvement programs, utility billing information, water consumption and wastewater treatment plant data extracted from CWS, cities and TVWD financial, accounting, utility billing and operating systems.
  2. Coordinates the data collection processes; works with program, project, department managers, and others to ensure timely submittals of data and information requested. Reviews data submissions for accuracy, completeness, and conformance with data request instructions, and works with managers to correct as needed.
  3. Prepares, maintains, and verifies data sets. Compiles, formats and summarizes data submittals and conducts research as needed to develop data and/or assumptions for incorporation into financial planning, rate and fee analysis models.
  4. Participates in financial planning, cost of service and rate and fee analyses, including developing MS-Excel based mathematical models.
  5. Assists in developing recommendations and presentations of complex financial, accounting and budgetary information.
  6. Assists in preparing briefing papers, technical memos, reports, and presentations.
  7. Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and foster multidisciplinary and integrated team approaches.
  8. Drives a CWS or personal vehicle for work related purposes. 
Qualifications:

KNOWLEDGE OF:
  • Principles and practices of financial analysis, financial reporting, budgeting, and accounting
  • Utility billing calculations and processes
  • Financial information systems and related software
  • Federal, state, and local laws, codes, regulations and industry practices related to utility rates, fees and system development charges
  • State of Oregon budget laws

SKILL IN:
  • Analyzing, evaluating, and communicating financial information, policies, and practices
  • Performing financial analysis, developing mathematical models, and interpreting analytical results
  • Data organization, management, and manipulation; maintaining integrity of data sources and organizing file structures for data collection efforts
  • Developing dashboards for analyzing and displaying financial and operating metrics and information
  • Use of Microsoft Excel to develop analytical models and financial projections
  • Using advanced functions in Microsoft Excel such as: pivot tables, V-LOOKUP, H-LOOKUP, index, match and creating various graphs, charts, and smart art for summarizing, displaying and communicating information, concepts and analytical outcomes
  • Microsoft office suite programs, such as Access, Outlook, PowerPoint, Teams, SharePoint, and Word for working with and creating databases, financial information management, presentations, word processing and communication

  • Perform tasks efficiently and accurately with great attention to detail
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS and other government officials, community groups, and the general public
  • Prioritize workload and complete within established timeline
  • Interpret and apply pertinent federal, state, and local laws, rules, regulations, policies and practices

EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position.

  • 2 years experience in financial analysis, budget development, accounting and/or financial project coordination; and
  • College-level coursework in accounting, finance, business administration, or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidates must possess and maintain a valid State of Oregon driver's license.
