The City of Beaverton’s Information Technology Services (ITS) Department is hiring a Business System Analyst to support the analysis, testing, implementation, and improvement of enterprise applications that facilitate city operations. The Business System Analyst is responsible for meeting a department's technical requirements by analyzing and documenting business processes, as well as configuring and supporting related applications. The role employs computer analytics and data mining techniques to deliver valuable and accurate trends that enhance system optimization and support strategic decision-making. Additionally, the position involves collaborating with business partners, including centralized IT, to ensure technology solutions align with business strategies.

This is a full-time, exempt, Management 2 (M2) position. The classification is Business Analyst. There is one vacancy.

Responsibilities
- Analyze current business processes and related information systems. Prepare reports and recommendations to improve these processes and systems.
- Lead small to medium-sized system and service implementation projects, and participate as part of a team on larger projects. Develop project plans, set timelines, organize meetings, assign tasks, monitor progress, and communicate updates to all partners.
- Act as the technical expert for assigned enterprise applications, providing guidance on best practices for system use and optimization.
- Work with colleagues in assigned business areas to identify needed enhancements to applications and services. Provide support for the maintenance and improvement of assigned systems.
- Help business units plan and deliver training that employees need to make use of improvements and system changes.
- Evaluate available software solutions based on business needs and recommend purchasing options from vendors or developing in-house applications.
- Assist with analyzing, designing, testing, implementing, and maintaining vendor and in-house software applications. Develop user manuals and other training materials.
- Support contract compliance, working with consultants and vendors.
- Participate in the department’s processes, including managing the system development lifecycle, improving workflows, creating and implementing procedures, and serving on interview panels.

Qualifications
Minimum qualifications:
- Bachelor’s degree in business, computer technology, or a related field, and
- 3 years of experience in business system analysis and project management; or
- An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
Licensing and special requirements
- Ability to pass reference checks and education verification, and satisfy the requirements of a background check, including Criminal Justice Information Services (CJIS) fingerprints.
- Ability to satisfy the requirements of a pre-employment drug screen.

Compensation
Wage range: $6,036.55 - $8,089.59 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
