The City of Newport is seeking a professional individual to fill the position of Parking Enforcement Officer. This position will use best practices and City and Department standards as a non-sworn member, to perform routine, non-hazardous work related to law and code enforcement.  Patrols assigned areas such as public parking areas and sections of the city, on foot, or in a vehicle, to monitor parking and enforce City Parking Code violations and other related Municipal Code violations

Placement in the salary range will be based on knowledge, skills, training, and experience of the person hired. 

Qualifications:

Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills, and abilities required to perform the duties as, described.  A typical way to obtain the knowledge, skills and abilities would be: High School diploma or equivalent, some higher education/vocational training in employment dealing with the public, or equivalent combination of education and experience that would provide the ability to perform the duties as described.  

KNOWLEDGE:  City ordinances and code enforcement procedures.  Civil procedure pertaining to code and ordinance violations. Methods and techniques of proper phone etiquette. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Mathematical principles. Business letter writing and the standard format for typed materials. Methods and techniques of proper phone etiquette. Basic functions and structure of a municipal organization. Methods and techniques for basic report preparation and writing. Methods and techniques for record keeping and filing. Customer service and public relations methods and techniques. English usage, spelling, grammar and punctuation. 

SKILLS:  Skill in the use of personal computers, various related software programs, standard office equipment.  Demonstrate knowledge of word processing and spreadsheet applications. Have a basic knowledge of e-mail, word processing programs, and spreadsheet applications. Learn and apply operating policies, procedures and methods of the Police Department.   Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills.   Effective conflict resolution skills. Exceptional interpersonal skills and strong oral and written communications skills with a variety of audiences.  Competence in business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills, combined with excellent judgment and professionalism. Basic math skills.

ABILITIES: Ability to establish and maintain effective and appropriate working relationships with the public, co-workers, other governmental agency representatives, and city officials.  Ability to hear and understand communication via the police radio.   Ability to prioritize and respond quickly to changing circumstances; work under pressure; meet deadlines; and communicate effectively in writing and orally. Ability to communicate complex material in a simple, understandable manner; Deal successfully with the public, in person and over the telephone. Ability to prepare accurate written reports. Ability to elicit information and cooperation from individuals and groups. Ability to work with little supervision. Ability to honor the confidentiality required of this position. Understand and follow instructions. Type and enter data at a speed necessary for successful job performance. Understand, interpret, and apply general administrative, city, and departmental policies and procedures. Read, understand, and review documents for accuracy and relevant information. Use applicable office terminology, forms, documents, and procedures in the course of the work. Use sound judgment in following and applying appropriate laws, regulations, policies, and procedures. Compose correspondence, and compile and arrange data in a readable and comprehensible manner.  Proofread and edit draft reports or correspondence for errors in grammar or structure. Maintain regular and constant attendance. Ability to lawfully operate a motorized vehicle for city business on a regular basis. Physical ability to perform the essential job functions.

 Special Requirements/Licenses:

  • Must be at least 18 years of age
  • Possess a valid Oregon Driver's License at time of hire and the ability to maintain throughout employment
  • Obtain certification in LEDS at the Inquiry level within 70 days of hire

 Physical Demands:

The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects.  The position requires mobility, including the ability to frequently lift or move materials up to 40 pounds, and rarely lift or move materials more than 100 pounds.  

The position requires the ability to operate a motorized vehicle/equipment.  Manual dexterity and coordination are required 40% of the time to operate such equipment as computers, keyboards, telephones, standard office equipment, and standard police equipment.  Physical exertion may be required to climb stairs, move heavy objects, and kneel in confined areas. The employee may experience long periods of minimal physical activity with sudden or unexpected strenuous physical exertion. Requires the ability to be on foot patrol for extended periods.

Working Conditions/Work Environment:

Work occurs in all types of indoor and outdoor environments.  When in the field, the employee may be exposed to a variety of environmental conditions, and varying and extreme weather conditions. The employee may be exposed to noise, chemicals, and traffic when in the field.  Attendance at evening meetings may be required.
