The Metro Auditor’s Office is looking for a Management or Senior Management Auditor to join our award-winning team that is committed to delivering high-quality and innovative performance audits. As the Management Auditor you will: 

  • Support, conduct, and prepare sensitive, and public audits on Metro operations.
  • Perform risk analyses during individual audits and participate in the office’s annual risk assessment and audit schedule development process.
  • Assist in the development of audit timelines, scopes, and objectives as well as methodologies to meet objectives and achieve audit results.
  • Develop in-depth understanding of the area being audited.
  • Collect information, identify experts in field of study, and interview appropriate parties. 
  • Collect data from electronic databases, manual records, surveys, and/or questionnaires. 
  • Assess data for reliability, accuracy, and completeness.  
  • Conduct complex analyses to determine trends, alignment with best practices, compliance with applicable laws and regulations.
  • Write and organize memoranda and other working papers to document interviews, results of analyses, and other research conducted.
  • Summarize qualitative and quantitative evidence to develop findings and recommendations.
  • Draft reports that summarize analyses of complex management issues, discuss management weaknesses, and recommend solutions to issues identified in the audit.
  • Present information and audit results to the public, management, and staff. 

 

As the Senior Management Auditor you will: 

  • Perform all the work listed above with less oversight from the Metro Auditor or Principal Management Auditor. 
  • Serve as a project manager who organizes, directs, monitors, integrates, and evaluates work performed by others.
  • Prepare plans and methodologies to achieve audit objectives. 
  • Ensure completion of audit documentation to meet government auditing standards. 

Attributes for success

  • Understanding of:
    • Governmental Auditing Standards.
    • Program evaluation methodologies. This includes research and analysis related to organizational, operational, and performance evaluations.
    • Public administration, public contracting, and project management and planning. 
    • Quantitative analysis including financial, statistical, and comparative analysis tools and techniques. 
    • Qualitative analysis including case studies, interviews, and administration of surveys and questionnaires. 

Ability to

  • Apply governmental audit standards to audit work conducted.
  • Exercise independent judgement within broad policy and procedural guidelines.
  • Use computer software to manage data and conduct analysis.
  • Analyze complex operations and financial and organizational issues to evaluate alternatives.
  • Make sound, logical, fact-based conclusions and related recommendations. 
  • Interpret and apply law (including Metro Charter and Code), policies, procedures, and best practices for evaluation criteria.
  • Summarize complex ideas and data to prepare presentations, including appropriate graphic displays.
  • Prepare clear and concise reports, correspondence, and other documents that are appropriate to the audience.
  • Establish and maintain effective working relationships with elected officials, department directors, representatives of other government agencies, and others encountered in the course of work.

TO QUALIFY

Minimum qualifications

Management Auditor:

  • A bachelor’s degree from an accredited college or university with a major in public or business administration, public policy, statistics, auditing, or other related field. 
  • Two (2) years of experience that demonstrates the ability to perform the duties of the position
  • Any combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job

Senior Management Auditor:

  • A bachelor’s degree from an accredited college or university with a major in public or business administration, public policy, statistics, auditing, or other related field. 
  • Three (3) years of progressively responsible professional experience in performance, financial or similar auditing and/or research; or 
  • Any combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.

Required qualifications 

The candidate selected for the position will need to pass a criminal background check prior to being hired. Criminal convictions do not necessarily preclude employment and will be evaluated on a case-by-case basis.

Hybrid Telework
 Positions designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; Metro cannot support ongoing telework from other locations. The primary work site is located at the Metro Regional Center 600 NE Grand Ave Portland, OR 97232.

 

Like to have qualifications

You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.

  • Experience working in a public agency 
  • Professional certification(s) including CFE (Certified Fraud Examiner), CIA (Certified Internal Auditor), CPA (Certified Public Accountant), or Certified Information Systems Auditor (CISA).
