CLASSIFICATION: Full Time, 1.0 FTE

FLSA STATUS: Non- Exempt

LOCATION: Portland, OR

COMPENSATION: $22.44 per hour

CANDIDATE PROFILE

Latino Network seeks a bilingual, mission driven and service mindset professional with bi-cultural familiarity and proven nonprofit and community experience to lead a full range of activities for a growing organization. As part of a dedicated Family Stability team at Latino Network, the Adult Housing Placement Coordinator will work in concert with the Adult system of the Joint Office of Homeless Services (JOHS) to support adults and households without youth under the age of 18 that are experiencing homelessness. The Coordinator will take a strengths-based, trauma informed and culturally sensitive approach to develop a thorough and collaborative plan to address clients' barriers to housing and stability.

POSITION DESCRIPTION

Latino Network's housing services program meets community members where they are at, addressing their most pressing housing needs. Our Adult Housing Placement and Education Coordinator works collaboratively with clients to find a permanent housing solution, provide a period of rental assistance and retention-oriented case management geared toward helping clients transition to stability, and coordinates tenant education opportunities for participantsreceiving housing services at Latino Network. . When it is safe to do so, the Adult Housing Placement and Education Coordinator will be expected to work in a 'œmobile office' that requires familiarity with the geography of the Portland metropolitan area working with families on building and nourishing a mutual relationship that is established on trust. This position promotes the strengths and capabilities of clients as they work to obtain and retain permanent housing, build strength, increase their confidence in resource navigation, and uplifts stability. It requires consistent contact with clients; data entry into Efforts to Outcomes Data System and Service Point HMIS; and regular communication with service providers both internally and externally and the JOHS. The Adult Housing Placement Coordinator also regularly collaborates with other community, school, and local government partners in support of reducing barriers to

success for their clients. This position requires excellent follow through; attention to detail; professional writing skills; and excellent communication through one on one meetings, phone, e-mail, and group communication with program participants and Latino Network community partners, and staff. The Adult Housing Placement Coordinator must have experience working with high risk and/or vulnerable families and be able to communicate clearly and fluently in both English and Spanish.


PRIMARY DUTIES AND RESPONSIBILITIES

  • Conduct outreach, intake and assessment.
  • Screen for eligibility and administer rental assistance funds.
  • Provide case management, assertive engagement, triage services, and navigation services to referred families.
  • Advocate and negotiate with government agencies, and other community partners on behalf of clients.
  • Identify, build, and maintain effective relationships with landlords, property managers, and community resources.
  • Provide community education and resource services.
  • Participate in weekly collaborative meetings, team meetings, and supervision meetings.
  • Develop, implement, monitor, and evaluate individualized, strength-based client success plans.
  • Form and maintain positive working relationships with supervisor, co-workers, clients, and community stakeholders.
  • Maintain knowledge of services available for clients, particularly culturally-specific services.
  • Respond to emergency situations; provide crisis intervention with angry clients or in volatile situations.
  • Maintain knowledge of the community, justice system, and issues related to community safety.
  • Respond to all crises and risk incidents within the required time frames per Latino Network policies and Multnomah County.
  • Adhere to documentation requirements as indicated in Latino Network and Multnomah County policies.
  • Model and encourage direct, professional communication.
  • Maintain organized client records and assist in client files documentation requirements.
  • Data entry into and Latino Network case management software as well as Multnomah County data software, Service Point.
  • Ensure absolute confidentiality with respect to all information regarding individuals served by the program.
  • Attend all Housing Team staff meetings, monthly all-staff meetings, and all trainings as required.
  • Submit accurate, timely reports as requested by Program Manager, Director and/or Executive Director.
  • Properly document and submit program expenditures in a timely manner.
  • Respectfully takes direction from Supervisor.
  • Maintain punctual, regular, and predictable attendance.
  • Maintain support services budget, program budget experience is a plus. Training will be provided.
  • Works collaboratively in a team environment with a spirit of cooperation.Other duties as assigned.

WORK ENVIRONMENT

While performing the duties of this job, the employee is occasionally exposed to wet or humid conditions (non-weather); outdoor weather conditions; extreme cold (non-weather), and extreme heat (non-weather). This position requires frequent computer use. Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, and the ability to adjust focus. The noise level in the work environment is usually moderate.
