Job Description:

The Oregon Department of Emergency Management (OEM) is excited to announce a new opportunity for a Controller (Accountant 3) to join our team! We welcome you to join us today!

General duties:

  • Provide accounting senior level expertise and assure the accounting structures, internal controls, data integrity and financial reporting meet the needs of OEM, its programs, customers, vendors and partners.
  • Assist in conducting technical fiscal functions involving grant accounting and auditing to assure that all financial transactions and reporting comply with generally accepted accounting principles.
  • Resolve difficult and unusual accounting problems and ensure system adaptations and corrections as necessary.
  • Coordinate and monitor agency Account Payable (AP) process.
  • Collaborate with accounting and program management in decision and policy making sessions.
  • Coordinate agency fiscal year-end processes and reporting.
  • Assist in developing and implementing internal accounting controls, account structure, and business procedures to ensure accurate accounting for all funding sources and compliance with state and federal fiscal requirements.
  • Provide consultation with accounting and program staff to ensure appropriate application of processes and procedures and use of systems available to pay, bill and collect money owed to the agency and money paid by outside organizations.
  • Other Duties, as assigned by the Finance Accounting Manager.

What do you need to qualify? Minimum Qualifications:

Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations; OR

A Bachelor's degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations; OR

32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries.

15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.

What we are looking for (Desired Attributes):

  • Skill reviewing accounting transactions to ensure conformance with generally accepted accounting principles.
  • Skill applying audit standards to set up, monitor, and modify internal procedures.
  • Experience developing financial queries with business intelligence applications; preference may be given to applicants experienced with Oracle Business Enterprise Edition (OBIEE).
  • Experience with, or knowledge of, State of Oregon software or other financial management software systems, such as Relational Statewide Accounting and/or Reporting System (R*Stars).
  • Skill preparing and interpreting financial statements and other financial reports.
  • Skill analyzing accounting information and systems to prevent, detect, and correct errors.
  • Preference will be given for achievement of State of Oregon Gold Star Award.

  • The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.

  • Employees of the Oregon Department of Emergency Management are subject to recall at any time. During an emergency this position may be required to work long hours without normal days off within the State Emergency Coordination Center (ECC), Recovery Coordination Center (RCC) or in the field supporting emergency response activities. To support development and enhancements of State ECC/RCC capabilities and responsibilities all staff may be re-directed from day-to-day duties to support planning, training, and exercise activities as needed.
