Business Oregon the state’s economic development agency, is currently hiring a Regional Project Manager (Operations and Policy Analyst 3). This position supports our Economic Development Division and will provide advice and operational support by developing projects initiated by the Regional Development Officers. This position works in collaboration with the Regional Development Officers to coordinate and develop infrastructure and business-related projects. The Regional Project Manager also works with policy program coordinators to recommend policy change specific to infrastructure programs.

This position may have the ability to work remotely with required days in the Portland, Pendleton, Medford, or Salem office. This position requires weekly travel to our South (Medford) and South Coast regions. 

 

What you will do:  

Project Management:

  • Evaluate project budget and disbursement schedule. Identify potential risks and difficulties, and design strategies to mitigate or avoid them.
  • Collaborate with recipients and follow contracting guidelines to develop project descriptions, contractor statement of work; review and evaluate bids from contractors.
  • Manage project steps to cause participation of project recipient team members and other stakeholders. Monitor and track project budget, schedule, and performance.
  • Work in concert with the Regional Development Officer to assist cities, counties, tribes, special districts, other agency staff, Federal partners, and legislators to coordinate the development of Agency projects. Assemble external and internal resources needed to move projects forward.
  • Evaluate grant and loan applications for capital infrastructure projects using department funding sources. Work includes developing scope of work, both budgets and activities to be funded.
  • Analyze project eligibility and feasibility. Compare application against relevant laws and regulations, determining whether the proposed project is feasible and cost effective and programmatically eligible for funding.

 

Programs and Technical Assistance:

  • Legislative Coordination of directly financed legislative projects. Initiate and coordinate legislative changes to support policy options for funding projects Develop legislative funded projects through collaborative efforts with stakeholders and relevant agencies.
  • Manage and coordinate an agency legislative funded project tracking system of significant size and complexity. Write staff recommendations for direct legislatively funded projects.
  • Assist program staff to review statutes, rules and policy and recommend changes to regulations that will enhance the programs and streamline operations. Identify problems in interpretation of laws and rules, or areas where regulations need clarification.
  • Maintain extensive knowledge of departmental Programs in relationship to infrastructure and community development to carry out Agency’s mission, keep programs up-to-date and make recommendation for policy change.

 

Communications and Coordination with Interagency Teams:

  • Provide information for Department and team success stories for communications purpose and as requested by stakeholders. Assist in the tracking of agency and team performance metrics.

 

 

The ideal candidate will possess a combination of some or all the following skills:

 

  • Program and/or project management experience with knowledge of business incentives programs.
  • Experience evaluating program guidelines and interpreting statute and rules.
  • Exhibits exceptional written and verbal communication skills, including development of compelling content for business development purposes.
  • Demonstrated evidence of strong public speaking skills and demonstrated skills in influencing and negotiation.
  • Demonstrated evidence of excellent organizational skills, attention to detail, and the ability to manage competing priorities to meet deadlines.
  • Experience with work related to promoting the state of Oregon as a place to do business and knowledge of key industries.
  • Experience in viewing and addressing comprehensive economic development principles, economic impact of business incentives, while understanding how regional strategies relate to all the other parts of economic development in the state.

What you need to qualify:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.  This will mirror the bargained SEIU and AFSCME PERS process.
