The Utility Operations and Services Department is seeking a Field Construction Maintenance Technician Trainee. This position trains in and performs work in the operation, maintenance, construction, repair, and/or inspection of sanitary sewer and storm sewer conveyance infrastructure and associated system components including pipelines, manholes, catch basins, outfalls, culverts, water quality facilities, flow monitors, and rain gauges.

Essential Functions

Performed under close supervision and in a developmental capacity. (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. Clean Water Services (CWS) may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Train in maintaining sanitary and storm sewer conveyance infrastructure including pipelines, manholes, catch basins, siphons, culverts, and outfalls using specialized sewer cleaning equipment. 
  2. Train in construction, repair, and rehabilitation of sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques. Learn to read and work from maps and construction plans, and assist with performing pipe laying and repairs involving excavations. 
  3. Learn to perform preventive maintenance inspections of sanitary and storm conveyance infrastructure; use smoke, air, or dye testing equipment to test for infiltration and inflow. Assist with inspecting pipelines with computer-based TV inspection equipment and documenting pipeline condition.  
  4. Learn to maintain stormwater quality facilities by removing sediment, mowing, spraying, seeding, pruning, and/or planting. 
  5. Learn to install, maintain, and operate flow monitors and rain gauges.  Assist with retrieving collected rain and flow data, editing and manipulating into readable formats, and inputting into appropriate areas of CWS' server. 
  6. Train in the use of safe work practices and follow all CWS and Departmental safety policies and procedures.

 

Qualifications

KNOWLEDGE OF: 

  • Basic knowledge of materials and equipment used in the public works industry such as sanitary sewer, storm water, water line, street maintenance and repair
  • Basic knowledge of construction and/or maintenance safety procedures


SKILL IN: 
  • Use of hand tools and small gas-powered tools
  • Basic use of computer applications


ABILITY TO: 
  • Learn to safely operate maintenance and construction equipment such as sewer cleaning equipment, street sweepers, TV inspection equipment, excavation equipment (loaders, trackhoes, and backhoes), dump trucks, and trailers 
  • Become traffic control and flagging certified
  • Learn the principles and methods of proper underground facility locating
  • Understand and follow safety practices, policies, and procedures
  • Follow oral and written instructions
  • Establish and maintain effective working relationships with those contacted in the course of work including co-workers, other CWS employees, and the public
  • Learn, use, and operate work-related computer applications
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing


EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position. 

3 months experience in assistance with work related to public works, heavy construction, agriculture, landscaping, mobile equipment operation, surveying, field inspections, traffic control/flagging, utility locating, operating mechanical or electronic equipment. 
Or
Trade school, college level or previous employment in engineering or environmental technology, surveying, wastewater technology, construction technology, or related fields. 
Or
High school diploma or equivalent.


CERTIFICATION AND LICENSURE REQUIREMENTS:
Candidates must possess and maintain a valid state-issued driver’s license.

Candidates must possess the ability to obtain traffic control and flagging certification.
