The salary range listed above reflects the 2023-2024 Classified Employee Association pay rates. The salary range will be updated pending ratification of the successor Collective Bargaining Agreement.
Job Summary
Serves as a local expert in child development, relationship-based care and education, and adult learning. Implements a child care network and responds to training and technical assistance requests to address the needs of early education programs across Multnomah County. Serves as a system navigator to early educators in family and center based childcare settings, school districts, and other early education programs to meet program expectations, best practice standards, and increase the quality and availability of diverse early care and education for children and their families.
Essential Duties
- Facilitates one Focused Child Care Network utilizing relationship based, culturally responsive, and inclusive strategies to center the experiences of providers and the families they are serving.
- Delivers regular one-on-one consultation, professional development, and mentorship to early educators and network programs.
- Provides on-going consultation and support. Assists with learning environment set up, mission setting and articulation, curriculum pedagogy and model development, orientation of children and families, child screening and assessment, teacher-child interactions and behavior management strategies, family engagement, specific inclusionary practices, and business acumen. Provides other program support as appropriate.
- Assesses and evaluates early educator needs and provides appropriate education, referrals, resources, support, and problem solving.
- Provides job embedded professional learning through site visits at early education programs at least monthly, and develops plans, ongoing feedback, and recommendations to support program goals related to environments, teacher-child interactions, and communication with families.
- Supports continuous quality improvement in practice with a focus on program goals, grant standards and early childhood inclusive practices.
- Provides reports and data to programs and supports data from other assessors utilizing quality assessment tools, such as Environmental Rating Scales, and classroom observations as deemed appropriate and necessary. Provides feedback; connects scores and feedback to continuous quality improvement and tracks over time.
- Conducts or coordinates workshops and trainings on child development and appropriate practices. Provides trainings covering Oregon Registry Online (ORO) Core Knowledge Categories and licensing preparation courses.
- Keeps abreast of licensing regulations pertaining to the care of children in child care programs and assists programs in exceeding those regulations. Assists programs in attaining and maintaining licensing.
- Assists programs who choose to participate in Oregon SPARK, staying current on program requirements.
- Provides technical assistance to help early educators to obtain college coursework to develop their skills and expertise.
- Provides technical assistance, professional development, and resources in support of small business owners to strengthen their business functions, including automation opportunities through technology and shared services.
- Helps early educators create professional development plans, apply for quality improvement grants and education awards, and access the training required by the Office of Child Care to meet licensure requirements. Assists early educators with developing short- and long-term plans to meeting various Oregon program milestones and guidelines and move towards full program participation where appropriate.
Additional Duties
- Attends professional development trainings and events as appropriate.
- Performs all other duties as assigned.
Minimum and Desired Qualifications
Minimum Qualifications:
Education: Bachelor's degree in early childhood education, human development, child and family studies, social work, sociology, psychology or related field OR Associate’s degree WITH the ability to obtain a bachelor degree in early childhood education, human development, child and family studies, social work, sociology, psychology or related field within four (4) years of hire OR a Step 10 on the Oregon Registry and coursework in age three to five development
Experience/Training:
- Minimum (3) years of experience in an early childhood program providing technical assistance
- Experience incorporating diversity, equity, and inclusion practices into teaching and coaching methods
- Current driver’s license, insurance, and access to reliable automobile during work hours for transportation to off-campus sites. Must have at least three (3) years of driving history
Equivalent combinations of education and experience may be considered.
Other Qualifications:
- Possession of, or ability to obtain, an Oregon Registry Master Trainer Certification within one (1) year of hire
- Must be able to travel throughout the county and to other required opportunities, including overnight and/or on weekends on occasion and with ample notice
- Must be able to enroll in the Oregon Central Background Registry prior to beginning employment and enrollment must be maintained throughout employment
- Must complete required Oregon Department - Education Early Learning Division Self-Study Trainings within 30 days of hire
Preferred Qualifications
- Master’s degree in early childhood education or related field
- Experience working with Oregon state child care rules and regulations
- Bilingual skills with oral and written fluency in English with fluency also in Spanish, Russian, Vietnamese, Cantonese or another language that meets community/department’s needs

- Knowledge and understanding of the needs of preschool children, their families, and those who work with them
- Knowledge of how programs engage families in partnerships
- Knowledge of effective teaching practices
- Knowledge and understanding of issues surrounding systemic inequity, systemic racism and the ongoing pursuit of methods to address these both individually and within group process
- Knowledge of inclusive practices in preschool programs
- Ability to implement effective techniques for adult learning
Working Conditions and Important Information
Working Conditions
Works in a variety of office and classroom settings. As necessary to meet workload demands, works outside of typical schedule, including evening/weekend hours. Work requires travel to off-campus locations and periodic weekend or overnight trips with advance notice. Work is sometimes performed in an emotional and stressful environment.
Salary:
Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the applicable Handbook or Collective Bargaining Agreement. Please include all relevant full and part-time experience in your application that you want the College to review towards potential placement. Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.
