JOB SUMMARY 

Serves as lead over fiscal services functions for Child Development and Family Support (CDFS) programs. Acts as a resource to staff on fiscal services and concerns, Head Start Performance Standards, and program policies and procedures and applicable law. Performs a full array of difficult to complex, technical, professional fiscal functions. Oversees fiscal procedures, serves as a liaison with college fiscal staff, and provides general customer service and other fiscal functions. Compiles and analyzes data, prepares reports and recommendations for the program. Ensures compliance with applicable Head Start Performance Standards and with federal and state regulations.

ESSENTIAL DUTIES

  1. Leads the fiscal services for the Child Development and Family Support program. Develops, administers and monitors policies and procedures for all aspects related to CDFS fiscal services. Prepares financial reports for management, funders and governing bodies and prepares contracts. Ensures compliance with applicable state, federal and Head Start financial requirements.
  2. Collaborates with management in developing and monitoring budgets, consistent with federal, state, local, private and College regulations. Monitors and analyzes monthly expenditures and budget summaries, ensuring that expenditures follow approved budgetary procedures; reviews with the cost center managers as needed.
  3. Manages and analyzes CDFS program’s grant funds to ensure accurate and timely expenditure of accounts. 
  4. Coordinates the CDFS accounts payable operation.   Ensures that all invoices are paid accurately and timely, and that all purchasing cards are used appropriately and are processed in a timely manner.  Reviews invoices to verify appropriateness of charges, account allocations, and fund availability.
  5. Oversees travel and training in compliance with federal and state regulations and college policies. Reviews travel requests for compliance with college policies, appropriate approvals, proper account number usage, sufficient budget balance, and proper backup documentation as needed. 
  6. Assists managers in purchasing by identifying potential vendors, checking prices, obtaining bids, preparing contracts, and ensuring grant and college requirements are met.
  7. Assists in year-end closing to meet audit requirements.
  8. Maintains fiscal records including all accounts payable, purchasing card statements, contracts, financial awards and other documents.
  9. Tracks non-federal share for program and reports monthly.
  10. Reviews expenses and prepares monthly USDA CACFP invoices and prepares reports as required. 

Additional Duties

  1. Attends training sessions and participates in training opportunities.
  2. Performs all other duties as assigned.

 

Minimum and Desired Qualifications

 

Minimum Qualifications

Education: Bachelor’s degree in finance, accounting or related field 

Experience/Training:
  • Minimum (4) years of experience in accounts payable, accounts receivable or related financial experience 
  • Considerable working knowledge of word processing, spreadsheets, e-mail and databases preferably within the Microsoft Office Suite
  • Excellent customer service skills including the ability to work with diverse populations

At the College’s discretion, additional qualifying education/experience may substitute for education/experience, on a year for year basis

Preferred Qualifications

  • Experience working in grant funded programs
  • Bilingual skills with fluency in English and another language that meets program needs.

Additional Requirements

  • Must be enrolled in the Oregon Central Background Registry prior to beginning employment and enrollment must be maintained throughout employment
  • Post-offer fitness for duty evaluation, must be obtained within 30 days of hire date: 
  • TB screening
  • Health appraisal
  • Must complete required Oregon Department - Education Early Learning Division Self-Study Trainings within 30 days of hire

 

Working Conditions and Important Information

 

Working Conditions:

Works assigned schedule, and exhibits regular and predictable attendance.  Work may require travel to off-campus locations.  Work is sometimes performed in an emotional and stressful environment.   

This position is primarily onsite, but may be eligible for remote work on an intermittent basis. 

Salary Placement

Initial salary placement will be based on years of applicable education, full-time equivalent experience, and other job-related qualifications at the sole discretion of the College and in accordance with all applicable state and federal laws.
