Description

The Office of the Chief Executive Officer is seeking an Emergency Manager. This position ensures appropriate systems, processes, protocols, and trainings are in place for the full scope of possible emergencies and disasters, including development of Clean Water Services (CWS) continuity of operations plans. This position will review and audit existing programs and prioritize improvements to build and strengthen organizational resilience and preparedness. This position is also responsible for coordinating with county, regional, and state agencies, as well as other critical infrastructure managers, to ensure effective multi-agency coordination, including compliance with Washington County's Natural Hazard Mitigation Plan. In an emergency activation, this position will support the Incident Commander.

Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Builds and maintains a comprehensive adaptive emergency management program; develops and implements new and revised department policies; conducts needs assessments; establishes goals, standards and objectives; establishes equity as a foundation of emergency management that tailors solutions to meet employee and community need.
  2. Organizes and oversees day-to-day program management and administration activities involved in a CWS Emergency Response Plan, including participation in the Washington County Emergency Management Cooperative and the Regional Disaster Preparedness Organization; coordinates deployment of resources and employees as deemed necessary during an emergency, disaster, or terrorism incident; conducts after action reviews and develops improvement plans after incidents.
  3. Drafts memos, letters, standard operating procedures, continuity of operations plans, agency policies and other documents for broad and diverse audiences including CWS staff, government partners, and key organizational and community partners.
  4. Identifies opportunities for improving service delivery to enhance CWS's mitigation, preparedness, response, and recovery capabilities; initiates continuous process improvement.
  5. Acts as a technical resource for departments by developing tools, trainings, and exercises to help teams understand continuity of operations plans, FEMA incident command protocols, and emergency planning; establishes schedules and methods for planning, training, and developing emergency response actions.
  6. Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups' understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
  7. Some positions may manage the work of technical, professional, and supervisory staff; oversee staff development and performance including selection and training; prepare performance appraisals, development, or improvement plans; resolve complaints and grievances; implement disciplinary actions.
  8. Drives a CWS or personal vehicle for work related purposes.

Qualifications

KNOWLEDGE OF:

  • Program planning, development, and evaluation
  • Principles and practices of emergency planning, training, exercise design and evaluation
  • Representing the interests of government and represented constituencies
  • Federal Emergency Management Agency (FEMA), Oregon Department of Emergency Management (OEM), National Incident Management System (NIMS) requirements and resources for increasing organizational resilience and preparedness
  • Principles of supervision; teambuilding and coaching techniques and practices
  • Pertinent federal, state, and local laws, codes, administrative rules and regulations
SKILL IN:
  • Developing, implementing, and monitoring a comprehensive emergency management program
  • Promoting a culture of teamwork and communication by working in collaboration with representatives of various state, county, cities, and other agencies
  • Strategic planning and project management
  • Researching, analyzing, and interpreting information accurately
  • Assessing situations, identifying issues, and implementing solutions
  • Selecting, supervising, training and evaluating staff
  • Use of computers and computer software including word processing, spreadsheets, databases

  • Respond to call-out in the event of emergencies and be available to participate in intermittent activities after normal work hours, including emergency operations
  • Learn new software quickly

EDUCATION, EXPERIENCE, CERTIFICATIONS AND/OR LICENSES:
The following are the minimum qualifications for this position.

5 years of experience planning and coordinating emergency response programs and related activities; and

College level coursework in emergency management, business administration, public administration, communications, criminal justice, or a related field. Bachelor's degree preferred.

Completion of FEMA Professional Development Series preferred.

Upon selection, candidates must possess and maintain a valid State of Oregon driver's license.
