About the Position

The Mission of Lane County Public Health (LCPH) is to promote and protect the long-term health and well-being of individuals, families and our community and the Vision is optimal health for all people in Lane County. The Community Health Analyst 3 (CHA 3; also known as a Senior Health Analyst) in this position as part of Lane County’s Coordinated Care Organization (CCO) team in Lane County Public Health in the Prevention Division which are integral to advancing the Mission and Vision of LCPH. Lane County Public Health’s partnership with our local CCO’s has been in existence since 2012 with the goal of crafting evidence-based interventions to address the most pressing and most costly health conditions in Lane County, primarily targeted to the Medicaid population, but also to the population at large when applicable and feasible. Historically, we have focused efforts on reducing tobacco use, reducing chronic disease risk, and improving mental health.


There is a current Primary Prevention Plan and the person who fills this position will lead the efforts to continue implementation and evaluation of this plan and also start creating the next iteration. The Prevention Plan is developed by the Prevention Workgroup, a subcommittee of the Community Advisory Council (CAC). The workgroup is made up of Oregon Health Plan (OHP) members representing both Coordinated Care Organizations (CCOs), CAC members, local subject area experts, and Lane County Public Health (LCPH) Prevention staff. The workgroup is tasked with selecting evidence-based programs to address priority concerns based on data, including local prevalence data, healthcare costs incurred, and Lane County’s shared Community Health Assessment. The Prevention Workgroup also consults with the CAC at large, and the CCO advisory panels made up of local clinical providers and community partners. The approach for the plan is based on the social-ecological systems framework to address priority health concerns and considers the many levels of influence on health behaviors, including social, community, and societal influences.


The person filling this position will be responsible for managing multiple and complex relationships with both internal and external partners to ensure successful implementation and evaluation of the Primary Prevention Plan. The person in this position also has primary responsibility for development, implementation, evaluation of the Primary Prevention Plan and reporting on progress to the Community Advisory Committee (CAC) and the governing boards of the two CCOs. The position requires skills in project management, budget management, and team leadership as it also serves as the Team Lead for other public health staff working on health promotion efforts on behalf of the CAC and two CCOs. 

A strong candidate in this position will have a deep background in community organizing and successfully navigating partnerships with diverse groups who can be at odds with one another.

About the Division

Prevention is a Section of Lane County Public Health. Prevention leads efforts to plan, promote, and create the optimal social environmental conditions for community health and well-being by reducing risk factors and promoting protective factors. Prevention improves community health in the following ways: 

  • Influencing policy and legislation
  • Mobilizing neighborhoods and communities
  • Fostering coalitions and networks
  • Facilitating change of internal practices and policies of agencies, workplaces, and institutions
  • Educating healthcare providers and other professionals
  • Promoting community education
  • Strengthening individual knowledge and skills

Some of the topic areas Prevention focuses on are: Suicide, Problem Gambling, Substance Use Disorder, Substance Misuse, Tobacco, Mental Health, and other related areas. Prevention also works closely with our County schools (k-12) and with our local Community Care Organizations (CCOs).

Schedule: Monday - Friday; 8:00am - 5:00pm

QUALIFICATIONS:

Training:
  • Master's degree in Public Health (MPH); Master's of Science degree in Public Health (MSPH); Master's degree in Prevention Science; Master's degree in Planning Public Policy and Management; or a Master's degree with major course work in Public or Mental Health from an accredited college or university.
Experience:
  • Five years of increasingly responsible experience in Public Health program planning, development, and evaluation.
  • An equivalent combination of program relevant experience and training that will demonstrate the required knowledge and abilities is qualifying.  

DRIVER’S LICENSE:

  • Must be in possession of a valid driver's license at time of application, and a valid Oregon Driver's license by time of appointment.
