The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to make it easier for those in need to access services and housing. The Joint Office’s work aligns directly with the County’s mission and vision to serve the needs of those who are most vulnerable by providing a safety net of quality services that are developed using an equity lens and a commitment to social justice.

 

The Joint Office of Homeless Services is seeking a highly motivated and experienced Procurement Analyst Senior to join our team. In this vital role, you will play a key part in ensuring our programs have the resources they need to effectively serve individuals experiencing homelessness. The Procurement Analyst Senior provides purchasing and procurement services and support for program managers, supervisors and department staff.

 

As a Procurement Analyst Senior, you will be responsible for the full lifecycle of procurement activities, including: leading complex sourcing events, negotiating with vendors, developing procurement documents, providing expert guidance on procurement requirements, analyzing program needs, utilizing procurement software and applying a racial equity lens to all procurement activities.

Primary Responsibilities:

Procurement and Purchasing Planning, Development and Program Support:

  • Develops and drafts documents for complex and specialized sourcing events such as requests for programmatic qualification, , Requests for Proposals (RFP), Contractor Selection Statements, Invitations to Bids (ITB) and Requests for information (RFI).

  • Coordinates and sets the timelines for the release of sourcing events. This includes the preparation of qualification parameters, the coordination of public release, the protest process, the clarifications period, and evaluation periods.

  • Act as a representative and lead in the research, design, development, implementation, monitoring and evaluation of complex and specialized sourcing events and procurements assignments. You will  perform complex procurement assignments including a tri-county (Multnomah, Washington, and Clackmas) procurement that will include up to 200 applicants and more than 170 qualified providers.  

  • Lead in the purchase of goods for the Department. Participate  in negotiations with providers, prioritize  requisitions to ensure timely delivery to comply with high periodic events such as weather emergencies.

  • Generate and distribute purchase orders for goods and other purchases. Distribute the Purchase Orders to suppliers and other collaborators. Also provide technical assistance to internal stakeholders for the purchasing of services and goods.

 

Technical Writing:

  • Crafts requests for procurements using language that reflects an accurate interpretation and implementation of policies, principles and program needs.

  • Generates unique documents (letters, memos, forms, procurement documents, etc.) with the express purpose of translating programmatic desires and requirements into legally sufficient documentation detailing the procurement and contractual needs of the department. 

  • Uses knowledge of purchasing laws and regulations to guide internal customers in the procurement process and to ensure compliance.

 

Procurement and Financial Information System Management:

  • Uses the County's digital procurement software and enterprise software to perform the procurement procedures effectively. Current software: Multco MarketPlace (MMP) and Workday ERP.

 

Contract’s Procurement Support:

  • Provides guidance to ensure compliance with procurement authority and spend categories within the contractual agreements.

 

Troubleshooting and Technical Assistance:

  • This position deals with problem solving on a daily basis. Questions raised by providers, program staff, fiscal staff, county attorney, contract compliance, purchasing and department management are a significant driver of workload. This position is often responsible for resolving outstanding issues or locating lost or misplaced records.

To Qualify

We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant. 

 

Minimum Qualifications/Transferable Skills:

  • A Bachelor’s Degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position OR equivalent transferable skills and experience of 7-10 years.

 

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Strong understanding of procurement principles and best practices.

  • Ability to understand and follow state and local procurement laws and regulations.

  • Experience managing complex sourcing events, including Requests for Proposals (RFPs) and Invitation to Bid (ITBs).

  • Excellent written and verbal communication skills.

  • Ability to work independently and as part of a team.

  • Proficiency in procurement software, Microsoft Office Suite, and Google suite enterprise products.

  • Commitment to racial equity and social justice. Experience applying a racial equity lens to professional work.

  • Skills in technical writing, contract development, and administration.

Additional Details 

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave Portland, Oregon 97209.
