As an on-call employee you may work intermittently, less than 20 hours per week.

The EMS Clinical Services Specialist (CSS) position works with individuals who use the 9-1-1 EMS system within the Tri-County Portland area frequently and/or inappropriately. The person in this position will carry out clinical and psycho-social assessment of individuals who are frequent users of the 9-1-1 system, collaborate with various governmental agencies, medical providers and other community partners to develop and implement care plans that connect frequent 9-1-1 callers with appropriate systems of care in order to improve frequent callers’ health and reduce their inappropriate use of EMS. The position will also participate in ongoing program evaluation, refinement, strategic planning and oversight. This Clinical Services Specialist strengthens the Health Department's relationships in the community by collaborating with a variety of stakeholders, such as the health and social services agencies of Multnomah, Clackamas and Washington counties, fire department first responder agencies, ambulance service providers, mental health providers and medical professionals. 

Minimum Qualifications/Transferable Skills*:

  • A master's degree 
  • One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position
  • Licensed Clinical Social Worker certification in active and in good standing issued by the Oregon Board of Licensed Social Workers
  • Must possess a valid State issued drivers license

The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.. The onsite work location for this position is the Glady McCoy Building located at 619 NW 6th Ave, Portland, OR 97209.
