The Multnomah County Health Department is seeking a dedicated and compassionate individual to join our team to be the vital link between our clients and the essential health services they need. The Eligibility Specialist will explain eligibility requirements and program services to individuals regarding the Oregon Health Plan (OHP), Medicare and Medicaid. They will assist Health and Human Services clients in identifying their health service needs and accessing appropriate programs offered by Multnomah County and community providers.

Key Responsibilities in this role include:

  • Properly registering new patients into EPIC (electronic medical record system), verifying insurance coverage, and scheduling the initial appointment.
  • Interviewing clients in person or by phone to ascertain needs for Oregon Health Plan, ScreenWise, the sliding fee discount or any other applicable programs.
  • Communicate information concerning agency programs to individuals during eligibility screenings.
  • Interpret and explain Oregon Health Plan, Medicare, ScreenWise and other programs eligibility requirements and how the program works.
  • Advocate for at risk/vulnerable clients using knowledge of polices, procedures and resources when clients have been denied access to programs and bene?ts.
  • Participate in outreach activities in the community to enroll clients into the Oregon Health Plan.
  • Assist clients in helping to get Multnomah County medical bills resolved by confirming we have accurate financial information in Epic and that the client has received the appropriate discount.
  • Complete required documents for benefit generating actions by entering accurate data, messages, and update insurance information in Epic.
  • Determine eligibility for county-administered programs and set pay levels for clients.
  • Respond to inquiries and requests from clients, medical providers, clinic staff and others regarding program eligibility, and insurance coverage.
  • Maintain assister status with the state of Oregon by taking mandatory annual training for both the Oregon Health Plan and Oregon Health Insurance Marketplace and pass all certification exams.

Minimum Qualifications/Transferable Skills*:

Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education, training and experience will be evaluated.

Education/Training: Equivalent to an associates degree; AND

Experience: Minimum of 1 - 2 years of Professional work experience conducting in-person client interviews with the intent to obtain sensitive, confidential (personal, family, and financial) data. Experience working with targeted groups and with ethnically and culturally diverse populations is desirable.

Knowledge, Skills and Abilities (KSA): This position requires the ability to speak, read and write fluently in Vietnamese and English (language testing may be required).

Other:

This position requires the ability to become a Certified Assister through the Oregon Health Authority which also includes the ability to pass the criminal background check.
