The purpose of the Residential Specialist - Mental Health Consultant (MHC) position is to monitor the health and safety of individuals within residential programs and ensure the Oregon Administrative Rules (OARs) and Multnomah County Administrative Rules (MCARs) are followed. The Residential Specialist provides technical assistance and oversight to residential programs through various means. We work primarily with residential program staff and other system partners, so our contact with clients is minimal. Residential Specialists spend their time both onsite at residential programs and remotely attending virtual meetings. Our team has a wealth of experience with lots of opportunities for consultation and improved understanding of a multitude of systems within behavioral health. The position is currently Limited Duration, but the strong desire is for the position to continue beyond its current duration.

As the Residential Specialist - MHC, other duties will include:

Health and Safety Oversight and Technical Assistance

  • Monitor residential providers' compliance with State and County licensing standards, and communicate with the Oregon Health Authority's (OHA) Behavioral Health Division and Adult Care Home Program (ACHP) licensors and Adult Protective Services as necessary.

  • Ensure that Providers meet basic program and programmatic management requirements, and standards related to health, safety, and individual rights for individuals under their care through various methods of communication including site visits, email and telephonic communication.

  • Provide monitoring, oversight, and technical and clinical consultation to residential community programs in the areas of client health, safety and well-being.

  • Consultation may be provided, but is not limited to: residential providers, mental health case managers, trial visit monitors, community partners, families, guardians, consumers and advocates.

  • Monitor the placement of all consumers under the jurisdiction of the Psychiatric Security Review Board (PSRB) residing in Multnomah County structured licensed beds or agency-based semi-independent or independent settings to ensure contract compliance and community safety.

  • Complete relevant client and program service notes.

  • Receive and review incident reports regarding occurrences that cause or could cause harm to persons or property or violate relevant rules.

  • Collaborate with Multnomah County BHD Quality Management in the process of conducting reviews into incidents of concern within residential programs.

  • Provide technical assistance to programs regarding any termination of residency to support the appropriateness of such a notice and to ensure client appeal rights are observed.

  • Monitor that licensed capacity for residential programs is not under or over utilized.

  • Assist OHA's Behavioral Health Division's licensors with the licensing of residential treatment programs located in Multnomah County.

  • Support Multnomah County Adult Care Homes in responding to licensing concerns at Homes supported by Residential Services.

Authorizations and Funding

  • Assist residential providers, as needed, to acquire necessary authorization documentation.

  • Monitor residential program continued stay authorization determinations to support the continued funding of residential programs and continued service to clients.

  • Review residential community providers requests for authorization(s) for residential services as a representative of the Community Mental Health Program (CMHP).

  • Maintain client residential service record that contains authorization documentation.

  • Residential Services facilitates community residential providers' access to available funding for unfunded individuals and additional support as needed.

  • Residential Services communicates to community residential providers information about changes to Room and Board amounts and Personal Incidental Funds to licensed residential programs.

Residential Program Waitlist Management

  • Maintain waitlists for licensed, designated non-licensed, and adult care homes residential providers.

  • Support providers in opening and closing their waitlist, consult regarding waitlist decisions, support provider acquisition of referral documents, link providers with necessary community partners, and review waitlist for accuracy.

  • Support providers in determining which individual from their waitlist is to be offered placement per Oregon Administrative Rule.

  • Provide guidance related to rule adherence to ensure the safe and timely placement of waitlisted individuals.

Community Mental Health Program Referrals

  • Review referrals for non-Choice Model eligible individuals from a variety of community sources to facilitate access to community residential programs.

  • Document information and decision per request; provide updates and reports, as requested or required.

Training and Placement Development

  • Provide and coordinate trainings for community residential programs focused on understanding system and rule changes, implementing new directives, and improving necessary skills required for residential care.

  • Coordinate with the Adult Care Home Program (ACHP) to develop mental health placements within existing Adult Care Homes, and to develop new Adult Care Homes who can support mental health placement.

  • Assist in the onboarding of new residential programs providing technical assistance, consultation, guidance and review of pertinent residential program documentation to support adherence to client rights, Oregon Administrative Rule and the health and safety and well-being of residents.

MINIMUM QUALIFICATIONS REQUIRED:

Education/Certification: Must meet the standards of Qualified Mental Health Professional - (QMHP-R) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. Current QMHP-R and/or licensed Board of Oregon (LPC, LCSW, PHD,etc)

  • Graduate degree in psychology or

  • Graduate degree in social work or counseling or

  • Graduate degree in a behavioral science field
