Department of County Assets (DCA) Human Resources is recruiting for a strategic Human Resources Business Partner to join our team. The Human Resources Business Partner (HRBP) serves as a strategic partner and consultant within the Department of County Assets, developing and executing equitable, proactive, business-focused initiatives that help build and support Multnomah County's commitment to our people and the communities we serve. 

The Department of County Assets ensures that those who serve the community have what they need to provide excellent service. We provide countywide services and support behind the scenes to ensure county programs can serve residents effectively. In short, we serve the people who serve the people.

This position is part of a five person team that supports over 400 employees and is focused on implementing innovative HR solutions and consistencies that align with the Department and County-wide policies and practices by providing expertise around routine to highly complex HR functions.

 As the HR Business Partner, you will provide support and consultation in the following HR areas:

  • Complaint Investigations

 You will be an HR Business Partner supporting more than 140 employees in the Facilities and Property Management Division and work with multiple collective bargaining agreements (union contracts).

Our ideal candidate will possess the following qualifications and knowledge: 

  • Human resources management theories, principles, methods and practices.  
  • HR policies, procedures, systems, processes, laws and regulations.
  • Be proficient in project management skills and change management methodologies; organized approach to setting priorities and achieving objectives.
  • Engage in outreach and relationship building with staff and leadership needed to support equity, diversity, and inclusion through HR processes related to employee relations and performance management.
  • Communicate at all levels of an organization with a wide range of audiences; complex information both orally and in writing.
  • Demonstrate skill in problem solving, the ability to be innovative in solutions.
  • Show tact and courtesy in frequent contact with County employees, managers/supervisors and the general public.  
  • Exercise considerable independent judgment and initiative in applying standards to a variety of work situations. 
  • Establish and maintain effective working relationships; to exercise discretion and confidentiality in handling personnel records/issues.
  • Compile, analyze and provide reports.
  • Evaluate internal workforce data and develop fluid strategic plans to increase sourcing, recruiting, hiring and retention of diverse candidates.
  • Develop and administer conflict resolution and management, mediation, facilitation and restorative justice and non-violent communication practices working with all levels of staff, management and leadership to navigate complex and sensitive racial and social justice issues serving as a trainer and consultant.
  • Conduct investigations regarding staff complaints and participate as needed in the Employee Grievance Process.  
  • Represent the organization, as requested, at personnel-related hearings and investigations
  • Support program elements specific to Human Resources in the Workforce Equity Strategic Plan (“WESP”).

To Qualify

Minimum Qualifications/Transferable Skills:

  • A Bachelor's Degree - in lieu of a degree, we will consider equivalent years of related experience, and
  • Three (3) years of progressively responsible Human Resources generalist experience; examples include performance management, discipline, investigations, process improvement, ADA, recruitment, and employee relations.
  • Demonstrated ability to contribute to creating a work culture of respect, trust and understanding. Every employee shares the responsibility for promptly bringing to the county's attention conduct that interferes with providing a work environment free of illegal discrimination and harassment.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Experience working with trade professionals.
  • Experience with conflict resolution and managerial coaching.
  • Experience working with the collective bargaining process, union contracts and unionized employees is strongly preferred for this position.
  • Experience working with HRIS Systems (Workday, etc..)
  • Government experience is also helpful to ensure understanding of various levels of management, policies and procedures, classification and budgeting process.
  • SHRM-SCP, SHRM-CP, PHR, SPHR, IPMA or like HR certification.

However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience, education seniority, training, and/or tenure.   • This salaried management position is not eligible for overtime.

Teleworking: Hybrid Work arrangement: This role will be based primarily at 401 N. Dixon Street, Portland, OR 97227 Located in the Prophet Educational Services Center (PPS). Hybrid remote work with the expectation of two (2) scheduled days onsite (Wednesdays and one other day), and ad hoc onsite as needed at this location or other Multnomah County sites. As your role develops, there is potential for a flexible work schedule.  Please note that all employees must reside in either Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations

Serving the Public, Even During Disasters: Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
