What you will do:
Manage departmental budgeting, forecasting, expenditure analysis, reporting, procurement, and administrative support.  Coordinate six analysts and eleven staff assistants at multiple locations within Public Works Department.

Additional job duties and responsibilities:
  • Oversee development and implementation of Utility, Transportation, Streetlight, Trust, and Construction Fund budgets. Conduct revenue and expenditure analysis, forecasting, rate proposal development, cost of service analysis, financial reporting, and intra-agency billings.
  • Coordinate support functions to ensure standardization of payroll and accounts payable processing, facility and supply requests, travel and training, purchasing, personnel actions and other support work throughout the department.
  • Evaluate opportunities to implement efficiencies and electronic workflows in support of field workers and employees at multiple locations.  Meet with project teams to discuss proposals and determine appropriate course of action. Analyze the performance of the operation and compare to service level expectations. Develop plans and recommendations.
  • Assign work, evaluate performance, assess training needs, and administer discipline. Ensure priority needs are addressed and projects are delivered on-time.
  • Maintain the integrity of data and records. Ensure compliance with applicable public records laws and regulations.

  • Schedule is Monday through Friday, beginning as early as 7 am and ending as late as 6 pm.
  • May be eligible for up to one day per week remote work after one year of service.
What are the minimum qualifications? 
  • Bachelor's degree from an accredited college or university in public or business administration or related field, and five years of related experience including progressively responsible managerial experience, or any combination of education, experience, and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Must pass the pre-employment background check.
  • Depending on area of assignment, may be required to pass the pre-employment drug test (including marijuana).
  • Must have an Oregon Driver license and have a driving record that meets the City of Salem's driving standards.

What you will bring along:
  • Insights regarding management theory and best practices for supervision, customer service, accounting and budget management, and public administration.
  • Ability to plan, lead, and provide program oversight in developing goals and objectives for section.
  • Knowledge of federal, state and local laws and regulations related to budgeting, accounting, dedicated revenue sources, and personnel.
  • Experience with asset management, work orders, cost accounting, billing, and best practices for interfaces between software applications.
  • Ability to establish and maintain strong working relationships and communication with all levels of City staff, contractors, other public bodies or agencies and members of the community.
  • Proficiency in operating office computer and associated software applications, technology, or other programs or equipment to collect and analyze data, retrieve information, and create documents and reports.
  • Skill in effective prioritization and execution of tasks within time constraints or specific deadlines.
  • Capable of using tact and diplomacy when dealing with elected officials, suppliers, residents, and City employees. Skill in communicating effectively through spoken and written word to a wide range of audiences.
  • Ability to exercise sound judgment to solve problems, work independently and make appropriate decisions regarding work methods and priorities.
  • Competence in respecting, seeking to understand, and valuing individual differences to foster and support a diverse and inclusive workplace. 
  • Visual acuity necessary to perform an activity such as: preparing and analyzing data, viewing a computer terminal, and extensive reading.
