Oregon State Treasury is recruiting for an experienced and seasoned Investment Analyst to join our Fixed Income team. This position will assist and support investment officers in their management of portfolios and trading activity.

Job Duties Summary

  • Develop asset class, product and market knowledge to gain understanding of portfolio management process and approach.

  • Identifying relative value by comparing current and historical relationships of curve steepness, spreads, broker/dealer inventories, and new issue securities versus secondary markets.

  • Serve as a liaison between investment operations and portfolio management to ensure timely recording, settlement, reconciliation of trading activity and data integrity.

  • Actively assist with management and trading for all internally managed fixed income portfolios, such as execution of fixed income trades with investment officer oversight.

  • In coordination with Fixed Income Investment Officers, will assist with active management for all internally managed fixed income portfolios.

  • Supports the OSTF Board by working with inquiring Local Government staffs to revise and/or develop and prepare investment policies for presentation to the OSTF Board under initial IO or SIO supervision.

  • Actively assists with public fixed income external manager oversight, which includes identifying new investment opportunities and assists with new manager searches.

  • At the discretion of the Senior Investment Officer, this position may perform onsite due diligence visits and document said visits.

  • Develops and produces routine reporting across multiple data sources and systems in supporting the oversight of investment programs.

  • Facilitates the tracking, updating, dissemination, and file retention of investment Management Agreements that pertain to the Fixed Income asset class.

  • Assist in coordinating and participating in Fixed Income calls/meetings by tracking the receipt of relevant materials and maintaining electronic documentation notes of all such events.

  • Aids in formulating board and committee materials such as memos and presentations.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's '‹Tigard office'‹. This position is required to work in the office one day per week with additional time in the office while in training.

Salary Range

$79,620'¬ - $122,400'¬ annually.

There is a 6.55% cost of living adjustment that will be applied to the salary listed above. This is scheduled to happen in either January or February 2025.

Job Classification

This position is classified as an '‹Investment Analyst 3'‹. This position is '‹a SEIU represented position'‹. The Investment Analyst 3 is the third and senior professional level of a three level series.

Required Minimum Qualifications

  • A Bachelor's Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills and six years of professional experience in a similar analytical, operational or project management role; OR

  • A valid certification as a Chartered Financial Analyst (CFA) and 5 years of experience; OR

  • Any combination of experience and education equivalent to nine years of experience that typically supports the knowledge and skills for the classification.

  • A Master's Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills will substitute for one year of the required experience.

  • CFA designation or work towards the designation.

  • Experience with eVestment, Blackrock Aladdin, Bloomberg or Factset.

  • Experience overseeing external investment managers.

  • Experience with complex Excel spreadsheets.
