The Office of Community Involvement (OCI) was created by voters in Multnomah County in 1984. It is charged with developing and maintaining community involvement programs and procedures to facilitate direct communication between the community and the Board of County Commissioners. OCI staffs the Community Involvement Committee (CIC), a committee composed of up to 15 volunteers that seeks to ensure community involvement in county decision-making. We also support the county's Community Budget Advisory Committees, which review and make recommendations on departmental budgets and operations, and convene the Charter Review Committee every six years. We are committed to helping inform and involve communities in the processes that shape county policies, budgets, and programs.
As the Policy and Resource Coordinator, you will research, compile, and present recommendations to, strengthen engagement policies, procedures, standards and resources for use in advisory and volunteer programs across County departments and offices.

Primary responsibilities may include but are not limited to:
- Administer in-person and online meetings and trainings that support community members participating on County advisory groups and in department volunteer programs
- Provide OCI program support including technical assistance, materials and resources, logistics and scheduling
- Design, develop, and maintain OCI’s repository of resources on best practices in equity, input, and engagement
- Develop and coordinate engagement resources for community members participating on County advisory groups and department volunteer programs
- Advance the work to establish Countywide policies and/or approaches to stipends; work with finance and legal staff to develop the necessary resources and guidance for implementation
- Work across the organization and with County partners to identify additional opportunities for development of policies and procedures supporting consistent implementation of best practices in community involvement across the organization
- In collaboration with OCI Director, provide regular updates and briefings for policy staff and County leadership on proposed policy changes and plans for implementation
- Support OCI’s role in regularly evaluate the County’s community engagement policies and programs and reduce barriers to participation
- Conduct research on how County departments and other jurisdictions practice and measure community engagement efforts and impacts
- Analyze research, develop tools, metrics and recommendations for monitoring and evaluating countywide community engagement activities and impacts
- Representing the Office of Community Involvement with a multitude of governmental agencies and community based partners
The duration of this Limited Duration Assignment (LDA) is expected to last through June 30, 2025. The LDA may be extended or end at any time. This position is approved for hybrid telework. Working occasionally on weekends and evenings may be required to attend community events.

Minimum Qualifications/Transferable Skills*:
- A bachelor’s degree or equivalent years of experience
- Two (2) years of experience in program coordination, research, and resource development
- Two (2) years of experience in policy development, implementation and/or evaluation
- Coordination of technical support, training materials, logistics, and scheduling
- Effective presentation skills with the ability to present proposals and recommendations clearly, logically and persuasively in meetings and before internal and external groups

Serving the Public, Even During Disasters: Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. - This is a salary, executive/unclassified position that is not eligible for overtime.

- All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
